In the post cold war era, the bipolar structure has collapsed, leaving the USA asthe sole superpower, while the European Union, PRC, Japan, and Russia also play animportant role in the international arena. The international structure is featured byapparent “unipolar-multipower” system. The USA, as the dominant center of power,eagerly promotes the global cooperation system which aims to consolidate its statusand power, and to maintain the current international system. At the same time, theother state actors, especially the multipower choose to participate in internationalcompetition through regional cooperation and form regional joint forces. Under thecontext of political game, the main development trend is composed of globalizationand regionalization in the post cold war era.The north-east Asia is also deeply involved in the globalization trend, however,its regional cooperation remains ineffective and lagged behind of the time.Globalization, compared with regionalization, has a dominant position in this region.The north-east Asia has not formed its regional cooperation, nor has it takenadvantage of its unified upper hands to take part in the increasing global competition,which has confined its regional development and is bad for the consolidation andpromotion of its status in the international system.In accordance with the trend, it is extremely important to promote the regionalcooperation in north-east Asia. The immediate urgency of regional cooperation innorth-east Asia has become a hot issue in the academic field. While theineffectiveness of cooperation in this region leads to the diversion of attention amongcountries. Academic research on regional cooperation in north-east Asia is alsodeclining, with fewer research resources and limited research results, and blind spotsremained. Currently, academic fields from home and abroad mainly focus on law andeconomy, with little attention focused on international politics. This thesis looks at theissue from a new perspective: system structure, and uses research methods ofcomparison, systemization, solid evidence, and history to interpret the regionalcooperation system and discuss the choice to break down cooperation dilemma. Thisthesis meets the demands of regional cooperation in the post cold-war era, which hasrelevant theoretical value and virtual significance.This thesis is done from the perspective of systematic structure. First, the author discusses the influence on regional cooperation by different systematic structure,which is divided into two aspects as international systematic structure and regionalsystematic structure. The two aspects can also be divided into six categories, namely“unipole, bipolar, multipole”. Second, this thesis analyzes the systematic structure ofthe north-east Asia region and its impact and limits on the regional cooperation. Thisthesis focuses on the double confined influence of the “unipole---multipower”structure as well as the “multipole” quality of the post cold-war era on north-eastAsian cooperation. Furthermore, on the basis of the above-mentioned analysis, thisthesis discusses the virtual dilemma of cooperation among north-east Asian countries,and makes suggestions to break down the dilemma. In conclusion, the author statesthat the double confined influence of the international system structure and regionalsystem structure lead to the consequence of ineffectiveness among north-east Asiancountries. The countries in this area should pay enough attention to this situation,making full use of the remaining advantages to promote the low-key sub-regionalcooperation. Local governments and non-governmental forces should shoulder theresponsibility to form the regional double-track cooperation which is characterized bybottom-up economic development. By the aid of the promotion of cooperation insub-regional area, the north-east Asia might be able to eliminate the negative impactfrom the systematic structure, and makes progress to form cooperation in the region.
