As the urbanization process goes deeper and the new-type urbanization arrives,small towns play a more important role in the urbanization development of China.The small towns can bridge the urban-rural gap and promote social and economic development of the urban-rural integration.Some economically developed towns emerge,but due to the traditional urban-rural management modes and the lack of autonomy,the development of these towns is limited.At the same time,there exist such problems as dislocation of management function and lack of administration rights in the lowest-level government organs.In this case,the traditional urban-rural structural contradiction is increasingly prominent.The previous administrative system cannot adapt to the growing county economy,so the previous system needs to be reformed.The policy of power expansion of strong town has emerged at the right moment."Power expansion of strong town" refers to the system reform that delegates power to economically developed towns.Since 25 pilot projects of the policy were launched in these towns in 2010,outstanding achievements have been realized but some problems have emerged after the several-year reform and 7-year development.The research focuses of the reform in academic circles are sociology,science of public administration,economics,management science,and the system,administration of cities and towns,government's behavior are researched.Such researches lack the analysis of territorial and spatial impacts on these towns form the perspectives of geography and urban planology.The paper explores the territorial and spatial impacts of concrete measures in the implementation of the policy and concludes the research framework and inherent operational mechanism after analysis.With Fotang Town,Yiwu City(one of 25 pilots in 13 provinces and one of 27 "small city's fostering"pilots in Zhejiang Province)as a case,the territorial and spatial impacts of the policy in 2010 on Fotang Town are explored from the views of spatial effects of urban system,spatial effects of urban areas and spatial effects of residents' perception.In the research of spatial effects of urban system,ArcGIS and SPSS are used to do principal component analysis and cluster analysis for small towns of Yiwu City in 2010 and 2015,thus comparing the comprehensive strength and irradiation loop of these small towns after the implementation of the policy and concluding the spatial effects of it.In the research of spatial effects of urban areas,livelihood projects,urban spatial expansion,infrastructure construction,gardens'agglomeration degree and urban traffic situation are compared vertically;and Fotang Town is compared horizontally with Suxi Town and Shangxi Town.In the research of spatial effects of residents' perception,field exploring,interview and questionnaire are used to analyze positive and negative effects of the policy on urban structural development evolution after its implementation,in terms of living space,employment trip space and consumption entertainment space.After the analysis of the spatial effects of urban areas and urban system,it can be concluded that the effects are basically positive.As to the negative spatial effects,some suggestions are put forward.First,delegate social and economic administrative authority comprehensively and transfer from"power expansion of strong town" to "power expansion to be strong towns";second,optimize the function of production and city and promote the interaction between new-type urbanization and new industrialization;third,focus on urban-rural coordination and urban-rural integration;forth,emphasize characteristic development and exploit the advantages in the interaction among large and medium-sized cities.The main conclusions are made in the paper.The policy of "power expansion of strong town"increases the urban endogenous power and comprehensive strength and exerts multidimensional impacts on regional space through the mutual effects of three join forces.At the same time,the policy has positive and negative spatial effects and it will be changed into "power expansion to be strong towns".There are 38,000 words in the text and 36 charts in the paper.
