Smart city is a new situation of urban innovation and development in the information age.In recent years,relevant theoretical research and practice development have achieved fruitful results.A large number of scholars have conducted studies on the connotation,characteristics and performance evaluation of smart cities.However,most of the existing researches only analyze the information development and governance within the city from a static level,and the attention on the connection and cooperation among smart cities is insufficient.The rapid informatization process makes the flow of talents,knowledge,information and other innovative elements between cities act on a broader space.Therefore,it is not enough to analyze the significance and role of the development of informatization within individual smart cities,in individual cities,but to study smart cities from a mobile perspective.In view of this,firstly,this paper systematically sorts out the relevant Chinese policies of smart cities in recent years and conducted a quantitative analysis.Relying on the evolution trend and content analysis of policy supply,we try to grasp the new trend of China's smart city construction and development,and the distribution of government attention configuration.Based on the current situation of the smart city clusters in China,this paper builds a smart city network based on the distribution data of enterprise organization from the perspective of network,and analyzes the pattern characteristics,influencing factors and mechanism of smart city network in China.The main findings are as follows:(1)China has initially formed a policy system with local characteristics with policies and planning on smart city construction and development introduced by China's governments at different levels from the central government to the provincial and municipal governments.At the local level,the distribution of policies shows significant regional differences and the policy effectiveness is not high.At the national level,there are many types of policies related to smart cities,but there are too many macro-guided policies and too few specific regulations and clear rules.The policy subjects have developed from single to diversified,and the government's attention is unevenly distributed,focusing on the upgrading of smart city infrastructure and the development of information technology.In addition,government departments attach great importance to the clustering and integrated development trends of smart cities,such as "interconnected","co-construction and sharing" and "radiation-driven".(2)At present,the clustering and network development features of China's smart city are obvious.Although the overall development of the existing smart city network presents a significant unbalanced situation and the gap between the east,the central and western regions is significant,the overall smart city network has a high accessibility.Smart cities such as Shanghai,Beijing,Shenzhen,Guangzhou,and Chengdu occupy a central position in the overall network,affecting the stability and coordination of the overall smart city network.In addition,the administrative elements of the smart cities,the level of economic development,the transportation infrastructure,the high-quality talents,and the level of informatization have a significant impact on the characteristics of their network structure.(3)The network location and network structure of smart cities have a significant impact on their level of smart performance evaluation.Attracting more external innovation resources and actively establishing cooperative relationships with other cities plays an important role in improving the development level of smart cities.The more two-way cooperation between cities,the higher the level of development of each other's smart cities.For the small and medium-sized smart cities in China,their network locations are closely related to their innovation and development performance.Occupying the network structure hole position means that it can establish cooperative relations with more smart cities that are not directly connected with each other,which is conducive to the progress of urban innovation activities,thus helps the construction and development of smart cities.
