Research On "SDNIIUAMG" In Underdeveloped Regions Of China

On March 24,2015,Political Bureau of the CPC Central Committee reviewed and approved the "Opinions on Accelerating the Construction of Ecological Civilization" and clearly put forward to "promoting synchronous development of new industrialization,informatization,urbanization,agricultural modernization and greening"("SDNIIUAMG" be called for short).At the background of new era,Central Committee of the Communist Party of China formally proposed a strategy of "SDNIIUAMG",which became a major innovation in the concept of socialist modernization with Chinese characteristics,and a historical transformation of the national modernization strategy,initiated a modernization path with Chinese characteristics.It reflected the continuous deepening of the Chinese Communist Party's understanding of Chinese modernization,and pointed out the development direction and development path for the socialist modernization with Chinese characteristics,which had great practical significance and far-reaching historical significance.At present,the main contradiction in Chinese society has been converted to a contradiction between people's growing needs for a better life and unbalanced and inadequate development.The mode of economic development is shifting from extensive growth of scale-speed type to intensive development of quality-efficiency type,which pays more attention to the organic integration of economic development,resource conservation,environmental protection,social harmony and human development,with the purpose of striving to achieve higher quality,more efficient,more fair and sustainable development.Achieving "SDNIIUAMG" is objective requirement,main task and basic path of solving the problem of unbalanced and inadequate development,realizing the transformation of the economic development mode,and promoting socialist modernization with Chinese characteristics.Underdeveloped areas have a special position in Chinese economic and social development,which directly relate to the overall development of socialist modernization with Chinese characteristics.It can be said that without a comprehensive well-off society in underdeveloped areas,there would be no comprehensive well-off in the country;Without "SDNIIUAMG" in less-developed area,there would be no "SDNIIUAMG" in China;Without the modernization of underdeveloped regions,there would be no socialist modernization with Chinese characteristics.Promoting "SDNIIUAMG" in underdeveloped regions has great practical significance for the development of underdeveloped regions,which is an objective requirement for the underdeveloped regions to achieve leap-forward development,to build a well-off society in an all-round way in parallel with the country,and to achieve socialist modernization,is specification and practice of adapting to and leading the New Normal of Economy and implementation new development's idea,is inherent requirement of the coordinated development of economy,society,population,environment and resources,is inevitable choice of coping with the transformation of major social contradiction,meeting the growing needs of the people for a better life,and realizing free and comprehensive development of people,is a powerful guarantee for safeguarding the country's long-term stability and realizing the great rejuvenation of the Chinese nation.Due to a series of factors,currently the level of "SDNIIUAMG" in underdeveloped regions of China is generally low,which has a big gap compared with developed regions.Underdeveloped regions' development faces many challenges and difficulties and underdeveloped regions are key points and difficulties of China's implementation of the "SDNIIUAMG" strategy.At present,the academic research on "SDNIIUAMG" has been still in the stage of further deepening and expanding.There has been no research literature from the perspective of Marxism,and few studies on the "SDNIIUAMG" of underdeveloped regions.In accordance with the strategic arrangement of "SDNIIUAMG" of the Central Committee of Communist Party of China,underdeveloped areas' development of "SDNIIUAMG" should be fundamentally guided by the theory of Marxism,with taking realizing free and comprehensive development of people as the ultimate value orientation,and taking achieving modernizing socialism with Chinese characteristics as the overall goal.It should actively learn from foreign experience and lessons,and explore the development path of "SDNIIUAMG" that is in line with the actual situation of underdeveloped areas and reflects the leap-forward development requirement.Focusing on the theme of "SDNIIUAMG" in less-developed area,this paper,guided by Marxist theory,systematically demonstrated and analyzed from six aspects.The specific structure is as follows:The first chapter,the introduction.It mainly introduced the background and significance of the research,the research status at home and abroad,research train of thought and methods,innovation and deficiencies.The second chapter,theoretical basis of "SDNIIUAMG" in less-developed area.On the basis of defining related concepts and connotations,this paper systematically investigated the relevant viewpoints of Marxist classic writers,the relevant thoughts of the leaders of the Communist Party of China,and the representative viewpoints of domestic representative scholars.Later,strengthened the regular understanding of "SDNIIUAMG",the paper analyzed the mechanism and evolution characteristics of "SDNIIUAMG" and clarified the development principle and future development trend.The third chapter,situation analysis on "SDNIIUAMG" in underdeveloped regions.Descriptive analysis and quantitative statistical analysis were used to investigate the status of new industrialization,informatization,urbanization,agricultural modernization and greening and interrelationship between the five aspects,and quantitatively measure the development level of "SDNIIUAMG",providing the basis and conditions for subsequent search for problems,causes and countermeasures.The fourth chapter,the problems,causes and reflection of "SDNIIUAMG" in underdeveloped regions.According to the analysis of the status quo of "SDNIIUAMG" in underdeveloped regions,this paper proposed that "SDNIIUAMG" in underdeveloped regions had problems that included five aspects' low overall level,regional imbalance,weak strength of interaction and interaction,low degree of synergy and not strong driving effect.And the causes of problems from development basis,economic development,ideological concepts,institutional mechanisms,and cultural factors were analyzed.On this basis,through in-depth reflection and proposed:accelerate the process of marketization,strengthen the role of talent support,foster technological innovation,and strengthen economic ties within and outside the region.The fifth chapter,Learning from international experience of "SDNIIUAMG" development in underdeveloped regions.Focusing on national modernization and "SDNIIUAMG",the successful experiences of the United States,Germany,and Japan and the lessons of Brazil,India,and South Africa were introduced.And inspiration was drawn from it: underdeveloped regions should promot high-quality development with "SDNIIUAMG",actively create the conditions for "SDNIIUAMG",proceed "SDNIIUAMG" from reality and realize modernization through "SDNIIUAMG".The sixth chapter,the countermeasures of "SDNIIUAMG" in underdeveloped regions of China.Adhere to the guidance of Marxist theory,in combination with the actual situation of underdeveloped regions,this paper mainly proposed countermeasures from five aspects actively learning from foreign experience and lessons: strengthening the awareness of sustainable development,selecting appropriate development models,constructing effective operational mechanisms,strengthening policy support,and designing scientific institutional arrangements.
