China indulges herself in regional policy devices, such as West Development, Northeast Development. West Promotion Law was in the process of ideas collecting till October, 2004. Draft of West Promotion Law which regulates the act of developing the West is urged to come out. Then is it necessary to make law of Northeast Development and Poverty-stricken Counties? With reference to experiences of the other countries and based on analysis of the situation with regional policies as well as the tendency to regional legislation, this thesis doubts the effectiveness of this kind of macro regional legislation and it requires much more research and discussions.This thesis cards and compares the system of West Development, Northeast Development and economic development of Poverty-stricken Counties, based on which this thesis concludes flaws of the said system, that is, mostly substituting laws and statutes which cause to be unable to realize the objective of anti-poverty in accordance with laws and statutes, lack of legal concept of "underdeveloped areas" and non-scientific criteria to designate underdeveloped areas and no phase-out system. America and Italy applies all-rounds statutes and regulations to guarantee economic development of underdeveloped areas and aims directly to the underdeveloped ones. EU switched from general funds distribution to set specific goals and regulate various criteria to designate underdeveloped areas under each goal, which then forms the legislation mode of underdeveloped areas economic development legislation aiming at different goals.
