With the development of market economy and the increasing pressure in dealing with dispute, "the combination of the three meditations mechanism" (people's meditation, judical meditation and administrative meditation) are aroused in various areas, playing an important part in solving in time civil disputes and minor criminal disputes.At present, there are some discussions in the combination of the three meditations mechanism in abstract, but empirical analysis is insufficient. China boasts vast territory, and the economic development is unbalenced, thus the building of "the combination of the three meditations mechanism "in different district is specific and need to research in details.This thesis take underdeveloped rural areas in southern Hunan as an example to study "the combination of the three meditations mechanism", pointing out how it can success and the present problems. While it succeed in efficiently dealing with large numbers of disputes and in forming a basic pattern, its organization and mechanism are still not well built, its workers' competence is lag behind, and it is not known enough in rural areas and lack of fund. Therefore,to solve the problems mentioned above,here, I would like to offer a few suggestions.
