Study On The Formation Of People's Livelihood Philosophy Of Grassroots Government

Under the system of building a well-off society in an all-round way,the implementation of people's livelihood philosophy of CPC is the basic responsibility of the grassroots government.However,during the process of implementation,some grassroots cadres,lured by "the rational economic people" concept,take advantage of their power,participate directly or indirectly in commodity exchange and market competition and carry out policies passively.Even worse,they gain profits for themselves by making an excuse for promoting livelihood project.The lack of executants' attainment is very prominent.Therefore,this thesis launches a more in-depth analysis from the perspective of ideological and political education.(1)Research methodologies:in accordance with "research question-literature review-theoretical analysis-practice study-discussion-overview,this thesis adopts comprehensive methods,including systematic analysis,historical research method,literature research method and the integrated use of multi-disciplinary knowledge;it puts people's livelihood philosophy of grassroots government at the implementation level,highlights the necessity and urgency of correcting executive deviation in order to avoid empty,abstract and narrow understanding.(2)Research contents:the core concepts of grassroots,grassroots government and people's livelihood are clarified and the theoretical basis of people's livelihood philosophy of grassroots government is analyzed from the structural and academic perspectives.Adhering to Marxist theory of the government,public service theory as the foundation,CPC's consistent education of people's livelihood for grassroots cadres as the focus,this thesis summarizes the connotation of people's livelihood at different stages,namely "survival","looking forward to adequate food and clothing" and "co-construction and sharing";it further puts forward to strengthen the practice basis for the formation of people's livelihood philosophy of grassroots government.The thesis then reveals the influencing factors from the perspectives of role positioning and responsibility fulfillment,analyzes the causes of the dilemma from such explanatory variables as external and internal environments of ideological and political education and also from the aspects of stratification and differentiation,solves the practical problems of the necessity of developing people's livelihood philosophy of grassroots government.From the aspects of creating people's livelihood as the most important political ecology,consolidating the long-term mechanism of people's livelihood protection,and establishing a sense of responsibility for the people's livelihood,it solves the path optimization problem of people's livelihood philosophy of grassroots government.(3)Conclusions:to promote people's livelihood philosophy from heteronomy to autonomy;to build an integrated system of administrative personality,connotation and ethical care for grassroots responsible government;to correct executive deviation;to enhance grassroots cadres' service consciousness,level and ability;to embody the nature,regularities and purpose of ideological and political education,obeying and serving social development.(4)Innovation and direction for further research:this thesis not only analyzes the behavior logic of the grassroots government as a whole under the framework of the traditional system,but also puts more emphasis on the internal accomplishment of the grassroots cadres--to solve the gap between "existing" and "should".The process of ideological and political education research is the specific application and expansion of,but not limited to the basic theory of ideological and political education.This thesis proves and enriches the practical significance and theoretical value of the proposition in the ideological and political education field.However,it remains to be further deepened because of the richness of the theory of ideological and political education and the development of the process advancing with the times.
