Research On The Response Problems Of Grassroots Government To People’s Livelihood Appeals

Government’s response is an important part of the development of new public management theories and the basis for the interaction between the government and the public.The local government’s response is an important channel for observing the people’s feelings,solving the difficulties for the people,and obtaining the support of the masses,and it is also a reflection of the government’s responsibility.The government’s response includes not only that the government should respond to the appeals made by the masses in a timely manner,but also that it must actively take work measures to help the claimants solve the problems.The government response evaluation is a conclusive judgment on the government’s response to the appeals made to the masses and their social needs in a positive response and response results.In recent years,there have been frequent incidents in many places of the country.This has something to do with the government’s inability to respond to the appeals of the masses in a timely and effective manner.How to improve the efficiency of government’s response,establish and improve the contemporary government’s response mechanism,so as to realize the benign interaction between the government and the masses,has become an important issue in the current promotion of my country’s modern government construction.The county-level people’s government where the author is located,as a window to face the appeals of the masses,is particularly urgent to improve the efficiency.This article takes political system theory,new public management theory,new public service theory,and governance theory as theoretical analysis tools,selected Gaoyou Municipal Government’s response efficiency to people’s livelihood appeals as the research object,and analyzes Gaoyou Municipal Government’s specific practices in responding to appeals,including operating mechanism,rules and systems.On the basis of analyzing and evaluating the effectiveness of response,the author discusses the dilemmas faced by local governments in response,and deeply studies the causes of various dilemmas.This paper believes that deviations in response to work ideas,backwardness in the political system environment,and the level of social and economic development have all affected the improvement of local government’s response efficiency.This requires reshaping the concept of public service,improving the system environment,and strengthening the openness of government affairs,so that local governments can respond more long-term and lasting,so as to obtain higher mass satisfaction.The research in this article is divided into five parts.The first part is about the selection of topics,literature review and research design.The second part is to describe the reform and optimization of the method and system of Gaoyou Municipal Government’s response to people’s livelihood appeals.The third part finds that the number of people’s livelihood appeals accepted by Gaoyou Municipal Government between 2015 and 2018 has increased and its structure is more complicated through descriptive analysis.But at the same time,the author also found that the Gaoyou Municipal Government has improved the quality of the response results while shortening the length of time for responding to people’s livelihood appeals.The fourth part found that the nature of the people’s livelihood appeals and the external environment will have an impact on the government’s response efficiency through the regression analysis.In the fifth part,on the basis of previous data research and analysis of local government’s response dilemmas,the author puts forward instructive measures to improve government response efficiency.
