solving the problem of food and clothing for the people and achieving a well-off standard of living in general have been achieved ahead of schedule.However,it is undeniable that the construction of people's livelihood is still full of problems,and there are still a lot of weaknesses,and it presents the characteristics of the new and old problems intertwined and superimposed,people's happiness and people's livelihood construction is not synchronized and so on.The 19 th CPC National Congress' s report once again raised the construction of people's livelihood to a new level of value,and it also puts forward a strategic guiding ideology for the construction of people's livelihood is in the coming period:” The whole Party must bear in mind that the question of why people are the touchstones for testing the nature of a political party or a political power.It is our party's unswerving goal to lead the people to create a better life."We must" adhere to everyone's due diligence and enjoyment,stick to the bottom line,highlight the key points,improve the system,guide expectations,improve the public service system,safeguard the basic life of the masses,and continuously meet the growing needs of the people for a better life.We should continuously promote social equity and justice,form effective social governance and good social order,and make people feel,happy,and feel more secure,secure and sustainable.This has pointed out the direction from the strategic level for solving the problems of "for who" and "who to rely on" in the construction of people's livelihood in our country.The goal of people's livelihood construction is to "satisfy the people's yearning for a better life",and the idea of relying on the people to build people's livelihood is also very clear,but the main body of livelihood construction involved in the practice of social construction is becoming more and more diverse.In addition,our social system is in the transition period,so it is necessary to do a good job in the construction of people's livelihood and increase the research on the main body of the construction of people's livelihood,which is the inevitable requirement to give play to the subjective initiative of the construction subject.Starting with the main body of people's livelihood construction,this paper takes the construction of people's livelihood in China as the research object,selects the angle of view of the "statesociety" relationship,and analyzes the structural contradictions and the unfairness of public services in the current improvement of people's livelihood.The integration pressure of the people's livelihood system,the need of the livelihood management system,the pluralistic requirements of the main body of responsibility,and so on,are discussed theoretically.From the four aspects of the role orientation,function boundary,resource allocation system and system construction of the construction theme,this paper makes a deep analysis of the role and existing problems of the main body of people's livelihood construction in order to make the power and responsibility clear.To form a concerted effort in building the people's livelihood and promote further development of the construction of people's livelihood.Chapter 1.Discusses and combs the "state-society" relation theory and its evolution course.First of all,it introduces the theoretical connotation of the "state-society" relationship,and then combs the background of the introduction of the classical explanation paradigm of social science into China and the brief course of its development in China.However,as an import,with the rapid transformation of China's economy and society,the paradigm of "state-society" relations has encountered the dilemma of insufficient explanatory power in explaining the reality of China's development,which has been reflected and adjusted by the Chinese theorists.After that,this paper combs the Marxist "state-society" relationship theory,and based on the principle of theoretical self-confidence and theoretical consciousness,tries to put forward the Chinese concept of constructing "state-society" benign mutual construction relationship.Chapter 2.This paper deeply discusses the internal relationship between the "state-society" relationship and the construction of the people's livelihood,and it finds out the joint point between the two on the basis of clarifying the internal relationship.This paper holds that the relationship between "state and society" and the construction of people's livelihood are interacted.On one hand,the happiness of people's livelihood is the basic starting point and foothold of dealing with the relationship between "state and society".This is not only reflected in the contradiction of people's livelihood is the logical starting point for dealing with the relationship between "state and society",but also in the joint construction of people's livelihood as the breakthrough point to deal with the relationship between "state and society",at the same time,the happiness of people's livelihood is the target orientation of dealing with the relationship between "state and society".On the other hand,the harmonious "state-society" relationship is an important guarantee for the construction of people's livelihood,which is reflected in the harmonious "state-society" relationship to provide the expression mechanism for the interests of the people's livelihood and to provide institutional and dynamic protection for the construction of the people's livelihood.By the analysis of the interaction between the "state-society" relationship and the construction of the people's livelihood,it is concluded that the internal common point between the two is the common building and sharing.The construction of people's livelihood focuses on the realization of common prosperity,and the "state-society" relationship focuses on the realization of public and special interests.Chapter 3.On the basis of the general theoretical analysis above,this paper combs the choice of the "state-society" relationship,the vicissitude and the experience summary of the construction of people's livelihood,and it reveals the close influence relationship between the "state-society" relationship and the construction of the people's livelihood.In this paper,the history of Chinese social development is divided into three historical periods according to the "state-society" relationship.And the country in the different "state-society" relationship under the adoption of different livelihood construction policies,has achieved different livelihood results.In ancient China,the "state-society" relationship was in a state of integration.In this historical period,under the premise of maintaining the order of the hierarchy of kings,the state paid attention to the implementation of livelihood policies in the areas of famine relief,old-age support,relief and so on.To assist the king in performing the political functions of feudal society.The "state-society" relationship in modern China is in the state of unified community.In this period,the construction of people's livelihood fluctuated greatly because of historical reasons,which basically realized the purpose of satisfying the basic life of the people.After the founding of the people's Republic of China,China began the modernization construction,with the introduction of reform and opening up to the market mechanism as the boundary,China's "state-society" relationship has changed from highly isomorphism to mutual construction.The construction of people's livelihood before and after the transformation has also undergone profound changes with the reform of the social system,mainly reflected in the establishment of the center of people's livelihood construction and the diversification of the main body of people's livelihood construction.From combing the history of people's livelihood construction we can see that the main body of people's livelihood construction initiative is the main driving factor of people's livelihood construction,which is of great significance to the construction of people's livelihood.Chapter4.This paper reexamines the construction of people's livelihood in contemporary China from the angle of "state-society" relationship,and starts with the exertion of the main body's initiative.It is found that the construction level is still insufficient,the imbalance problem is prominent,the structural contradiction highlights and the system is not perfect.According to the harmonious "state-society" relationship,the state should play a leading role in the current social system of China to define their respective positions and responsibilities,and form a threedimensional cooperation pattern of "government-market-social organization".In this way,the deep causes behind the plight of the construction of people's livelihood in contemporary China are revealed: the role orientation of construction subject is unclear,the boundary of responsibility is unclear,the inertia influence of urban-rural dual social system,the unreasonable resource allocation system of people's livelihood construction,and the system concept of livelihood construction need to be changed.Chapter5.To the problems in the main responsibility,social system,resource allocation and system concept,the paper puts forward some policy suggestions to promote the construction of people's livelihood.In this paper,we should accurately grasp the role of the main body in the construction of people's livelihood,give play to the leading role of the state in the construction of people's livelihood,the main role of society and the role of market competition incentive.In addition,it is necessary to clearly delineate the functional boundaries of the main bodies in the construction of people's livelihood.In the aspect of social system,we should recognize clearly that the state is the leader of breaking up the dual system between urban and rural areas,break down the dual system of urban and rural areas from the core system,liberate the restriction of the main body of the construction of the people's livelihood and release the vitality of the construction of the people's livelihood.In terms of the allocation of resources for people's livelihood,we should innovate the way in which the government allocates resources,give play to the advantages of the market in the allocation of resources,stimulate the role of social forces in the allocation of resources,and speed up the establishment of a standardized and efficient system of allocation of social resources.In the aspect of institutional system construction,we should speed up the establishment of a good institutional environment for the construction of the people's livelihood,which is the foundation of the construction of the institutional system;It is the key point of the system construction to promote the system reform which benefits the whole people through the achievements of people's livelihood.It is the key to enhance the level of system construction to strengthen the integrated construction of the system.
