In China,the study on the subject of Science of Public Order answering the question of “who can maintain the public security order” is the core issue of Science of Pubic Order.The development of the subject of public security order has experienced three stages from “Unified” subject of public security management to “Diversified” subject of public security and to “Diversified Systematic” subject of public security governance.At present,there are also problems of “ ‘Diversification' without ‘Governance' ”,“Fragmentation of Governance” and so on for the public security governance.Under the guidance of modern governance concept,the subject of public security governance needs to maintain the public security order through the progress of “Diversified Integration” urgently to realize the process governance,systematic governance,source governance and other multiple functions.The evolution process of the subject of public security governance is highly consistent with the modernity in the sense of “Structure-Function”,and the specific performance is that the subject adjusts the structure based on the target of order to realize development.Therefore,firstly,the modernity of the subject of public security governance is the modernity of the subject's capability to change structure continuously according to the functions;secondly,the local modernity of development of the subject is embodied in that the subject adapts to the changes of structure through updating system,application of technology and other ways to form the local subject form and governance governance and other governance troubles.Influenced by characteristics of organization,development stage and management system,the subject of public security governance should form the main form of collaborative governance of diversified organization under the guidance of the public security police.Meanwhile,the structure of the subject of public security governance is constrained by the structure of Administration Section of public security police and diversified governance structure of “Government-Market-Society”,the structure of the subject is embodied in the multi-level compound then the non-coordinated development of various organizations in the subject of public security governance inhibits the governance function.The institutional modernity of the subject of public security governance helps the subject form the stable development prospect to build a good institutional environment of development of the subject through improving multi-level institutional
