Since 2013 President Xi Jinping first suggested the concepts of the “The Silk Road Economic Belt” and “21st-Century Maritime Silk Road”(abbreviated as “The Belt and Road”).Five years have passed.During this time,China and other countries on the Belt and Road focused on concepts such as “extensive consultation,” “Joint contribution,” and “Shared benefits”.A lot has been achieved on Policy coordination,Infrastructure connectivity,Unimpeded trade,Financial integration, and Closer people-to-people ties. The total amount of foreign trade between China and the countries on the Belt and Road has surpassed 5 trillion U.S.dollars.At the same time,China has become the number one trade partner of these countries. The fund that China invested to these countries has surpassed more than 7 trillion U.S.dollars.China's “The Belt and Road” proposal attracted the attention and participation of many neighboring countries, especially from southeast countries and Central Asia countries that are involved in “The Belt and Road”,this concept does not just have the sole purpose of accomplishing the Chinese dream. It is about how neighboring countries can benefit each other and construct a common community for all mankind.Meanwhile the countries can flourish and make their dreams come true.On December 31,2015,the Association of Southeast Asian Nations(ASEAN)was established.ASEAN is a community of political, economical, social and cultural identities, among which the economical association is commonly considered to be the most important part. The blueprint of ASEAN signified five fundamental pillars: a highly cohesive economy, competition, creativity, collaboration, and flexible humanity-based collaboration between countries in east Asia and the rest of the world. There are several difficulties that ASEAN is facing to accomplish these goals.First, the gap between the developmental stages of each country in ASEAN needs to be narrowed;secondly, countries in ASEAN need to be innovative in regards to their economic development strategy;thirdly,ASEAN needs to strengthen its leadership role in the economic collaboration of the area.To overcome the hurdles in the road to become leaders in the economic collaboration, each country in Southeast Asia needs to strengthen its own economic power. After a period of cold war in ideology and politics,we are now in a time where more emphasis is put on a country's economic capability.Because of this, countries in Southeast Asia have been coming up with new action plans to promote their economic power.China proposed “The Belt and Road” not only to boost China's economic growth, but also to develop alongside countries in Southeast Asia. With this background in mind,we perceive that this policy has been warmly received by countries in Southeast Asia because it is in agreement with their own developmental goals. To prove this, this dissertation focuses on the research of how different countries in Southeast Asia have reacted to “The Belt and Road” and adjust their policies accordingly.Through the study of the recent policy change in trade and investing funding in southeast countries, the conclusions of this dissertation are the following: 1.In most areas, the strategies for economic growth in China are coherent with those of the countries in Southeast Asia;2.Through joint venture and collaboration, many Chinese industries and enterprises are playing leadership roles in the development of different countries in Southeast Asia;3.Even though the relationship between China and the countries in Southeast Asia has experienced some ups and downs, overall, this alliance is reasonably stable and is becoming increasingly amiable. It is impossible to give a simple definition to the relationship between China and the countries in Southeast Asia. One may draw different conclusions if one views it from different angles. This dissertation studies this relationship by concentrating on how China and the other countries use strategic linkage and how they collaborate with each other.
