Research On Mass Line From The Perspective Of Political Party Adaptability

Mass line is the lifeline and basic working line of the Party.Under the background of the changing times,how to implement the mass line correctly and effectively in the process of the Party's governance is always a major theoretical proposition,which deserves our continuous in-depth study and reflection.From a practical point of view,the mass line is a rich system composed of various forms and Strategies of practice,which condenses the valuable experience of the Party in carrying out mass work and building the relationship between the Party and the masses in different historical periods.These forms of practice show different characteristics and forms in different historical periods,and play different political functions.To implement the mass line correctly,we should not only grasp the main practical forms and characteristics of the mass line in different periods,but also find out the changing law of the mass line hidden in the numerous and complicated practical forms,and explore the innovative path of the mass line in the new era under the guidance of it.At present,the study of mass line in academia mainly focuses on the policy process,democratic construction,state governance and other perspectives.These perspectives interpret and define the mass line from different directions,but mostly based on the practice of mass line in a certain period and a certain stage,lacking overall analysis and integrity.Grasp.In fact,the practice of mass line is constantly changing in different historical periods.To define it according to the experience of a certain stage or level will undoubtedly weaken the richness and three-dimensional nature of mass line itself,and is not conducive to the accurate grasp of its political function and potential value.Based on this,this paper attempts to understand and analyze the mass line from a new perspective,that is,the perspective of Party adaptability,which may enable us to have a more comprehensive and complete understanding of the mass line,and thus discover the content that we have neglected.The theory of political party adaptability is an important theoretical paradigm for studying the changes of political parties and their adaptability.How to construct the relationship between political parties and the environment is the core issue of this theory.The demand and structure of the masses are the keyenvironmental variables for political parties to adapt to.How to change the political party organizations based on the changes of the needs and structural characteristics of the masses(and Its various political activities)make adjustments to construct the relationship between political parties and the masses,which is the main content of the theory of political parties' adaptability.Therefore,it can reveal to us the different ways and logic of different political parties to construct their relations with the masses.The Communist Party of China(CPC)is a vanguard and mission-oriented party,which has a special logic in the process of realizing its adaptability,thus deciding the particularity of the mass line practice as its basic way of building the relationship between the party and the masses.Therefore,the theory of Party adaptability can provide us with a new perspective and thinking paradigm to analyze the mass line.From this perspective,we can make a more complete and clear grasp of the historical evolution of the mass line,make a more systematic analysis of its political function,and on this basis,we can make a more systematic analysis of the masses in the context of the new era.Practical innovation of the line makes in-depth thinking.The mass line is the basic way for the Communist Party of China to construct the relationship between the party and the masses.In the concrete process of the mass line practice,we should also change the mass organization mode and means based on the changes of objective environment and mass perspective of the adaptability of political parties can be divided into three periods: the Democratic revolution,the founding of the People's Republic,the period before and after the reform and opening up.The changes of the times environment and the main tasks of the Party pose new challenges to the construction of therelationship between the Party and the masses,and require the specific forms of the mass line to make adaptable adjustments accordingly.This leads to the obvious adaptable track of the Party's implementation of the mass line in different periods,but not in each period.At the same stage,there are also some differences in adaptability adjustment,which are evident during the period of democratic revolution and after the reform and opening up.According to the Adaptability Evolution Model of the Communist Party of China,this paper combs and analyses the main practice forms of the mass line in different periods and the influencing factors of its adaptability,chooses specific cases to investigate the practice of the mass line in different historical situations,and summarizes the basic characteristics of the mass line in the three periods respectively.The mass line in the period of the main revolution revolves around the task of "political revolution".It has the flexibility of practical strategy and radical mode of practice.Flexible mobilization such as propaganda and persuasion and direct face-to-face communication are the main forms of the mass line practised by Party members and cadres;the mass line from the founding of the People's Republic to the period before the reform and opening-up revolutions revolves around "society".As an important form of state governance,it has been integrated into all fields of social,economic and cultural construction,and has become an important means for Party leaders to construct leadership authority and balance bureaucratic power.After the reform and opening up,the mass line has been launched around the task of "system reform and economic development".The democratic participation of the masses through institutionalized channels has become an important form of the implementation of the mass line.How to overcome the shortcomings of the bureaucratic system has become an important proposition for the implementation of the mass line in this period.To understand the political function of the line,the CPC maintained the openness of the political power system of the Party and its leaders and realized self-renewal;relying on the training of the political ability of Party members and cadres by the mass line and the accumulation of practical experience,the CPC trained a "mass lead" that can be recognized and believed by the masses.Through shaping the moral character and revolutionary will of Party members through the mass line,the CPC maintained its own mass background and achieved self-purification;through the construction of the mass line to the organizational culture and centripetal force of political parties,the Party's internal unity of ideas,coordination of action and self-cohesion were achieved.Considering the innovation of mass line from the perspective of party's adaptability,we need to excavate the potential value of mass line from the perspective of problem and explore the direction of innovation based on the current adaptive challenges faced by the party.Under the contemporary background,the mass line plays an important role in restraining the tendency of Party bureaucracy,overcoming the problem of power alienation,breaking through the predicament of Party representation,solving the communication gap between the party and the masses,and coping with the lack of social integration.However,the innovation and development of the mass line also faces some obstacles,which are reflected in the fact that the differentiation of social structure has increased the difficulty of political integration of the masses,the bureaucratization of political parties has limited the expansion of political participation of the masses,and the imperfection of the construction of grass-roots party organizations has affected the interaction and communicationbetween the parties and the masses.In order to promote the practical innovation of the mass line in the new era,it is necessary to realize the innovation of the mechanism channels of mass service and communication,the institutional construction and platform innovation of mass political participation,the innovation of the methods and carriers of mass organization and mobilization,and
