| The coordinated development and common prosperity of economy and society is an important issue that must be paid attention to in the process of modernization of a country or region,and also an important way for developing countries or regions to overcome the "medium development trap".The practice of economic and social development at home and abroad shows that in the process of economic and social development,system construction plays an important role in regional economic and social development.Great institutional changes often lead to the efficient circulation of a series of factors of production and the great development of social equity,thus promoting the relationship between economy and society to a higher level.State evolution.Xinjiang is located in the northwest frontier of China.It is a special part of China’s territory far from the core of the country and adjacent to neighboring countries.Since the establishment of the market economy system in China in the 1990s,great changes have taken place in the economic and social environment of Xinjiang.The Party and the state have provided unprecedented opportunities for the overall economic and social development of the region through deepening the institutional reforms in the fields of politics,economy,culture,society and ecological civilization.Opportunities have accelerated the process of transformation and upgrading of Xinjiang’ s economic and social development system.However,due to the complexity of Xinjiang’ s geopolitics,ethnic composition,economic development conditions and historical conditions of human society,many regional problems caused by economic and social development are often associated with local ethnic issues,religious issues,terrorism,diplomatic disputes and international issues in the reform of the economic and social system in this region.The interweaving and overlapping of hegemony and other factors constitutes a huge resistance to the reform of Xinjiang’s economic and social system.This situation not only seriously blocked the pace of economic and social system modernization reform in Xinjiang,but also affected the overall realization of the goal of well-off society in China and the overall situation of stability and unity,making the economic and social development of Xinjiang a prominent problem in the process of local modernization in this period.In this background,in order to clarify the relationship between economic development and social stability in Xinjiang,establish an analytical framework for the coordinated economic and social development in Xinjiang,study selected Xinjiang region with typical ethnic and social characteristics in the northwest frontier of China as the research object,combined with the economic development and social development of Xinjiang in 2006-2015.The panel data of the two fields will be stabilized.From the two dimensions of economic development and social stability,this paper makes an empirical analysis of the coordinated development of economic development and social stability in Xinjiang.It focuses on the study of the coordinated development of economic and social development in Xinjiang from the perspective of system construction,and reveals the evolution between economic development and social stability in Xinjiang.From the perspective of economic and social value rationality,the law of mechanism provides reasonable ethical restraint and order to regulate the relationship between economic and social subjects in Xinjiang,a minority inhabited area,so as to form a reasonable value judgment standard for Xinjiang’s economic and social development.On this basis,through the comprehensive mechanism of various systems,we can reduce the uncertainty in the process of coordinated development of Xinjiang’ s economic development and social stability,innovate the development model of Xinjiang’s economic development and social stability,improve the performance of coordinated development of Xinjiang ’ s economic development and social stability,and effectively change Xinjiang’ s economic development and society.The phenomenon of“path dependence”formed in the process of stable and coordinated development due to lack of innovation provides reference and scientific suggestions for Xinjiang to correctly handle the relationship between“reform,development and stability”and to build a harmonious border.The research ideas follow the technical route of putting forward the asking questions-method construction-empirical analysis-problem outlet.The evaluation index system of coordinated development of Xinjiang’ s economic development and social stability is constructed by analytic hierarchy process.The correlation,coupling and coordinated development of Xinjiang’s economic development and social stability are analyzed by using fuzzy evaluation method.The research further constructs the Haken model of the evolution of the synergistic mechanism of economic development and social stability in Xinjiang by using the self-organization theory,and carries out quantitative analysis of the evolution mechanism of the two,calculates and deduces the evolution characteristics of the sequence parameters of the economic development and social stability system in Xinjiang in different periods.The results show that the comprehensive effects of the main parameters of the coordinated development of Xinjiang ’ s economic development and social stability are gradually emerging over time.Xinjiang’ s economic development and social stability are becoming an interrelated complex system,and the development of the whole system increasingly depends on the coordination of two subsystems.With the continuous improvement of the quality of development,rather than relying solely on economic development or social stability,the development level of a subsystem is improved.However,in the process of the evolution of the two synergies,there are still some problems,such as the relative lag and imbalance of their respective development level,the intensification of their contradictions and conflicts,the unclear boundary,mutual invasion and interference,insufficient synergetic endogenous power,and the serious phenomenon of“path dependence ".Through the multi-level measurement and analysis of the synergistic level of economic development and social stability in Xinjiang,as well as the comprehensive judgment of the evolution dilemma and causes of synergistic mechanism,the paper puts forward the conception and concrete content of improving the synergistic mechanism of economic development and social stability in Xinjiang.Based on the empirical analysis of the synergistic mechanism between economic development and social stability in Xinjiang,the following conclusions are drawn:(1)the overall level of synergy between economic development and social stability in Xinjiang is at a medium level;(2)the evaluation system of synergistic development between economic development and social stability in Xinjiang is imperfect;(3)the economic development of Xinjiang.There are great structural contradictions with social stability;(4)the supply of economic development system and social stability system in Xinjiang is imperfect;(5)the synergistic mechanism system of economic development and social stability in Xinjiang is imperfect;(6)the endogenous motive force of synergistic mechanism of economic development and social stability in Xinjiang is insufficient;(7)the economic development and social stability in Xinjiang are imperfect.The synergistic model of social stability is in the transitional stage from traditional management to modern governance;(8)The synergistic relationship between economic development and social stability in Xinjiang is in the state of Pareto improvement.In view of the above problems,the following countermeasures and suggestions are put forward:(1)establishing the concept of coordinated development and advocating the strategy of quality rejuvenation of Xinjiang;(2)overcoming formalism and building a multi-level and diversified evaluation system of coordinated development;(3)strengthening self-regulation to reconcile the contradiction between economic development and social stability;(4)strengthening politics.Policy design to ensure the effective supply of the coordinated system of economic development and social stability;(5)Avoid“path dependence”and improve the coordinated performance between economic development and social stability;(6)Optimize the management model to improve the endogenous power of coordinated development of economic development and social stability;(7)Strengthen the cooperative relationship and improve the economy.Cooperative innovation ability of development and social stability;(8)Increasing cross-domain information communication to improve the public value of economic development and social stability;(9)Accelerating the pace of economic and social construction and combating the destructive activities of the " three-share" forces.The main innovations of the research are:(1)In the aspect of research ideology,weakening the instrumental rationality of various economic and social management means,emphasizing the role of economic and social value rationality in Xinjiang’s economic and social development,and transmitting the positive effects of the two to both sides of the system.On this basis,Xinjiang’s economic development and social stability will change from conflict to unity,from external correlation to internal correlation,from static correlation to dynamic correlation,from policy stability to value stability.So as to enhance the endogenous development power between Xinjiang’ s economic development and social stability,and ultimately make Xinjiang’ s economic development and social stability towards a long-term conscious fit.(2)From the point of view of research,we adopt the structural point of view to put the issue of economic and social development in Xinjiang into the unified whole of their structural characteristics and functional functions,and study the relationship of interrelation,interdependence,mutual restriction and mutual transformation,respectively,to reveal the overall nature of Xinjiang’s economic and social system and to reveal the overall nature of
