Since the 18th National Congress of the Communist Party of China was convened,the Party Central Committee with Comrade Xi Jinping as the core has made a series of important strategic arrangements for comprehensively advancing the goal of strictly administering the party.The key to strict and thorough management of the party is to be strict and focus on the grassroots.However,in the process of comprehensively moving from strict governance to deepening,the construction of incentive and restraint mechanism for township cadres has had caused problems such as lack of motivation,lack of vitality,poor flow,and low efficiency.Therefore,under the new situation,promoting the innovation and development of the incentive and restraint mechanism for township cadres is not only an important starting point for advancing the modernization of the national governance system,but also a key measure for controlling the lazy political situation of grassroots cadres in China,and is the realistic request to implement the latest management of the central government to strictly manage cadres.These related researches have important theoretical and practical value.The construction of incentive and restraint mechanism for township cadres has achieved certain results in terms of governance system,cadre efficiency,and responsibility mechanism after it had experienced four periods:the early days of the founding of the People’s Republic,the people’s communes,the people’s communes changed to townships and the new era in China.At the same time,it also faces dilemmas such as the imbalance of incentives and constraints,insufficient salary incentives,lack of spiritual incentives and insufficient promotion incentives,because of the inflexibility of the salary system,the failure of assessment and evaluation,the contempt of psychological management,the harsh conditions of promotion and the lag of supporting system construction.The paper has further discovered that there are imbalances,disorder,weaknesses,and softening in the incentive and restraint mechanisms in the townships under the jurisdiction of the district,in the investigation of the salary,welfare,promotion,assessment,and integrity system of the cadres in the X District of Nanchang City,Jiangxi Province.Abroad,the experience of grassroots civil servants in the United States,Japan,and Vietnam is very typical in terms of the assessment of specificization,promotion procedures,salary classification,and reward diversity,and domestically,in Wuxi Binhu Development Zone,Jinan City,and Huangshi City,the cadres’ assessment,appointment,exemption,and fault-tolerant exemption incentive mechanisms in these three places have good reference significance;in summary,the construction of mechanisms for assessment incentives,salary adjustment,job promotion,and training and education at home and abroad have provided important reference and enlightenment for the construction of incentive and restraint mechanisms for township cadres in China.To this end,the innovation of the incentive and restraint mechanism of township cadres should focus on the "six major mechanisms" under the background of strict governance of the party,that is,improving the performance appraisal mechanism,the selection and appointment mechanism,the positive incentive mechanism,the dynamic supervision mechanism,the fault tolerance correction mechanism,and the accountability investigation mechanism.The main innovations of this paper include:Firstly,the township cadres in X District of Nanchang City,Jiangxi Province are selected as research specimens,and systematically analyzes the cadre incentive and restraint system of salary,welfare,promotion,assessment,and honest administration of grassroots civil servants,which has certain originality;Secondly,it discusses the incentive and restraint mechanism of township cadres from the perspective of comprehensively administering the party strictly,provides experience models and decision-making references for the construction of township cadres,expands the relevant theories of civil servant management,and has certain promotion and application value;Thirdly,based on the summarization of typical experience at home and abroad,the article puts forward a set of countermeasures and suggestions on improving the performance evaluation mechanism,the selection and appointment mechanism,the positive incentive mechanism,the fault tolerance correction mechanism,the dynamic supervision mechanism and the accountability mechanism of township cadres from the practical operation level.This is still relatively rare in domestic research,and it will definitely be a relatively new attempt.In the future,research on this issue can expand the breadth and depth of empirical research on the basis of deepening theoretical research,and fully utilize the incentives and forms of restraint that meet the requirements of modernization.
