| The regulations of Chinese Communist Party are the important basis that enforce strict party discipline,and promoting the construction of inner-party laws and regulations is an important component of the construction of the rule of law system,and the construction of inner-party laws and regulations is the fundamental guarantee for comprehensively strengthen Party discipline.This paper has a strong sense of the times.Firstly,this paper defines the construction of comprehensively strengthen Party discipline,anal yzes the differences and relations between the national law and the inner-party regulations,and expounds the necessity and feasibility of the construction of anti-corruption laws and regulations within the party.Then,this paper analyzes the foreign experience in governing the Party: improving the party norm system,restricting Party behavior;focusing on the construction of discipline and execution,ensuring discipline rigid constraints;adhering to the combination of inside and outside the party supervi sion,establishing the party discipline supervision system;actively carr ying out party discipline and cultivating internal consciousness of Party discipline consciousness.After that,this paper carries on the anti-corruption system evaluation and analysi s that the regulations of the party system lack of completeness,cannot connect with Party regulations and state laws.There exist conflicts between anti-corruption laws and regulations within the party.The boundaries between the anti-corruption laws and regulations within the party and national legal are not clear.The internal and external laws and regulations of anti-corruption and the punishment of state laws are misplaced,and the supervision and enforcement of inner-party laws and regulations are not strong enough.Problems existed in publicity and education of Inner Party laws and regulations.Based on the analysis of the current situation of the construction of the party's anti-corruption laws and regulations,this paper analyzes that the practical effectiveness of the party laws and regulations after the Eighteenth National Congress of the CPC are insufficient,and the current party laws and regulations construction are inadequate.This paper puts forward the construction path of the party's anti-corruption laws and regulations,completes the inner party laws and regulations system,formulates the existing laws and regulations supporting measures,and makes amendments to the existing problems in practice in recent years.Finally,this study considers the sustainable construction of anti-corruption laws within the party to strengthen the construction of the party system of laws and regulations for the direction of target,supervise mechanisms to improve the enforcement of regulations,formulate the anti-corruption laws and regulations within the party to the transformation mechanism of national law and increase the education of law consciousness of citizens. |
