The Research On The "Task-Based Governance" In Resource-Based Villages

The core issue of this paper is that what are the internal mechanisms to realize resource-based village's effective governance,how to rejuvenate resource-based villages and how to cultivate and maintain the long-term vitality of resource-based villages?Based on the background of the countryside revitalization under the post-agricultural tax era in our country,this paper takes Digang Village in Huzhou City in Zhejiang Province as the typical cases,uses the theoretical framework of "task-based governance" to analyze the internal mechanism of effective governance of resource-based village,designs and summarizes the new "mission-based governance" of resource-based village".The so-called resource-based village "task-based governance" is a way and a approach that focus on solving the specific tasks of different stages of the construction of resource-based villages.In the resource-based village "task-based governance",the key point and difficulty to achieve governance goals effectively and promote the sustainable development of villages is the definition of the task precisely and to reach a good "one main two auxiliary" governance structure which is formed by different governance's division and collaboration according to the different stage of task.According to the state's political and strategic arrangements in rural areas and the concrete practice of rural development,the task of "task-based governance" in resource-based villages is to realize rural revitalization.Around the rural revitalization of the overall task of the framework,the construction process resource-based village"task-based governance" generally consists of three stages,namely:in the initial stage of resource-based village "task-based governance",the basic task of village needs to be solved,which includes the basic task of village economy,the basic task of village organization and the environment-based task of village,it needs to form "one main two auxiliary"governance structure which should be dominated by villagers' autonomous organizations and supplemented by government organizations and market organizations.In the transitional period of resource-based village "task-based governance",the task to be solved is to provide village public services,including the provision of village environmental services,the supply of village cultural services and the supply of village system services.it needs to form "one main two auxiliary" governance structure which should be dominated by government organizations and supplemented by the villagers autonomous organizations and market organizations.In the mention period of resource-based village "task-based governance",the task to be resolved is to shape the village's unique brands,including the development of tourism resources in villages,recreational tourism agriculture and traditional culture to promote,it needs to form "one main two supplements" governance structure which should be dominated by market organizations,supplemented by government organizations and villagers" autonomous organizations.Resource-based village"task-based governance" needs to fulfill different tasks at different stages,so the various governance entities have different strengths in coping with the tasks in different stages,however,no matter which governing body is in the leading position,this only reflects the strength difference between the various governing bodies in the governance structure,its essence is still a steady state "one main two auxiliary" governance structure.By building a"task-based governance" for resource-based villages,not only we can revitalize the external dimensions of the village,such as revitalizing the vitality of the village organization,rejuvenating the industrial strength,reshaping the cultural charm and recreating the landscaping,but also can achieve the villager's subjectivity,the cultivation of social capital,the establishment of multiple participation and the reconstruction of the spirit of the village such as the cultivation of the inner village,and truly realize the sustainable development of resource-based villages.Therefore,the goal of this study is twofold:First,to analyze the inherent logic of"task-based governance" from a theoretical perspective and to clarify the connotation,process and performance of "task-based governance",which not only helps deepen and expand the theory of governance,but also have advantages for construction and interpretation of resource-based village "task-based governance" of the theoretical content.Second,from the practical level,the paper examines the specific process and contents of the "task-based governance" of Digang Village in Huzhou City in Zhejiang Province,by examining the typical representative of resource-based villages,refining and concluding the successful practices and successful experiences of Digang Village and integrating rural areas social resources to find and overcome the root causes of the decline of villages and provide specific empirical support and reference for the effective governance of resource-based villages in other similar Diogang villages,which has important practical application value for promoting rural revitalization and enhancing government governance ability.In order to achieve the above research goal,the paper makes a theoretical analysis and a case study on the topic of village governance with seven chapters in order to gain a deep understanding of the "task-based governance" in resource-based villages.The first chapter is introduction which is the first chapter of this paper.First,it analyzes the background of village governance and rural rejuvenation,and then clarifies the practical significance and academic value of current research on resource-based villages.Second,through detailed reviewing of the existing literature,it clears the relationship between the previous study and this study and clarifies the positioning of this article.Thirdly,based on the research needs of this article,the paper defines two core concepts of "resource-based village","task-based governance" and their connotations.Fourth,this chapter accounts for the investigation of the basic village of northern Zhejiang Digang village and the main research methods.Fifth,this chapter introduces the research ideas,technical routes and chapter arrangements.The second chapter is theoretical basis and analytical framework.This chapter mainly elaborates the theoretical connotation of "task-based governance" and the analytical framework of "task-based governance"in resource-based villages from the theoretical perspective of politics and administration.On the specific content arrangement,first,it is the"task-based governance" thinking triggered by "task-oriented organization",which shows that the current concept of "task-based governance" is not by chance,but a new theoretical system based on profound social and economic development under the profound political and economic background.Second,it is theoretical analysis of the subject,process,relationship and function of "task-based governance" from stakeholder theory,cooperative governance theory,resource dependence theory and structural functional theory.Thirdly,it is to demonstrate the construction mechanism of the "task-based governance" in resource-based villages by means of the main body of analysis,the definition of overall tasks,the division of tasks,the construction of governance structure and the effective execution of tasks,so as to promote the construction of a new socialist countryside in China.Fourthly,it explains the institutional foundation of resource-based village "task-based governance",including the historical evolution of "task-based governance" in resource-based villages and institutional arrangements and the practice and development of new rural construction in Zhejiang Province.The third chapter is the initial period which is the "basic task" governance for resource-based village.This chapter mainly discusses the task in the initial stage of resource-based village "task-based governance" is to improve village-based tasks,including three aspects:to improve the organizational foundation of resource-based villages,to enhance the economic base of resource-based villages and to improve the environmental basis of resource,each aspect of the task can be refined into more basic and specific tasks.In improving the basic tasks of resource-based villages,it can be divided into the reconstruction of villagers' autonomous organizations through general election,the establishment of the six old organizations through the maintenance of grass-roots stability,the promotion of village governance and the establishment of various types of non-governmental organizations.In enhancing the economic base of resource-based villages,it can be divided into the establishment of qingyu cooperatives,the restructuring of village-run collective enterprises and the establishment of village economic cooperatives.In improving the environmental base of resource-based villages,it can be divided into remediation of oil and chemical companies,development of clear water courses and the construction of long-term village management mechanisms.In carrying out all the above tasks,a governance structure of "one principal and two auxiliary" based mainly on villagers'autonomous organizations and supplemented by government organizations and market organizations should be formed to promote rural production and social development.The reason for highlighting the power of villagers' autonomous organizations is that villagers'self-governance organizations in our country are the main forms of implementing villagers'autonomy.In the initial stage of resource-based village "task-based governance",the status of village self-governing organizations in rural social development continues to improve.With its unique local resources in rural society,it plays an important role in providing village basic services and promoting rural good governance.The fourth chapter is the transition period which is "public service" supply in resource-based village.This chapter mainly explores the task of providing village public services during the transitional period of resource-based village "task-based governance",including concretely providing public culture services for resource-based village,improving public environmental service of resource-based village and improving system public service for resource-based village.In environmental public service,it is divided into five water co-governance,farmer new house construction and all kinds of village infrastructure construction.In cultural public services,it includes the restoration of ancient buildings in the village cultural relics,carrying out various types of cultural projects and being selected China's famous historical and cultural village.In system public services,it includes covering the implementation of six hundred working system,the implementation of grid management and improving the institutional mechanism.In carrying out all the above tasks,a governance structure of "one major and two auxiliary" based mainly on government organizations and supplemented by villager autonomous organizations and market organizations should be formed.The reason why government organizations should be emphatically emphasized at this stage is that it is the government's internal responsibility to provide public services to the community.The government should provide villages with beneficial and necessary services that can not be effectively provided by villagers'autonomous organizations and for market failure,enhancing the governance performance of resource-based villages.The fifth chapter is the mention period which is "features brand" building for resource-based village.This chapter mainly analyzes the task of "task-based governance" in mention period is to set up a special brand of resource-based villages,including the development of tourism resources of resource-based villages,the construction of tourism agriculture of resource-based villages and the promotion of resource-based villages traditional culture three aspects.In the development of tourism resources of resource-based village,it mainly founds the ancient village tourism company of Digang,is selected 4A national tourist attractions and finds investment to tap the village resources.In the construction of tourism-oriented agriculture in resource-based villages,activities were carried out to repair the mulberry pond,create a silk-style town and create an ecological agriculture project in Fenghuangzhou.In carrying forward the traditional culture of resource-based villages,it completes the task of establishing Digang fishing village and holding the heritage of fish culture festival and fisherman's music.The reason why market organizations should be prominent is that marketing organizations have inherent advantages in brand building of resource-based villages and can integrate and optimize the resource allocation of resource-based villages,enhancing the social influence of resource-based villages and realizing good governance for resource-based village.The sixth chapter is the reflection and demonstration of "task-based governance" in resource-based villages.This chapter from the resource-based villages "Task-based governance" of the practical logic,internal mechanism,advantage analysis and governance strategies to demonstrate and reflect on the topic of resource-based village governance.In the period of rural revitalization,due to the pressure of social transformation,the driving of government policies,the boosting of rural elites and the demands of villagers' interests,there is a strong motivation for village governance,so we need to build an effective resource-based village governance mode.Based on the refinement and conclusion of the governance model of Digang village,it is considered that the "task-based governance" is one of the effective governance modes of resource-based villages.At present,on the task of building a resource-based village "task-based governance",firstly,clearing the governance boundary of the various governance entities in resource-based village governance;secondly,dividing the phased tasks in resource-based village governance rationally;thirdly,shaping the good governance structure of "one principal and two auxiliary";finally,improving the substantive performance of "task-based governance" in resource-based villages.The seventh chapter is summary.This chapter summarizes the full paper and presents four significant findings.
