A Study On Cooperative Governance Of Rural Governance Entities In S District Of Jinan Based On SFIC Model

The rural revitalization strategy is one of the major national strategies and provides important guidance for the implementation of our work related to agriculture,rural areas and farmers.The path to realizing the rural revitalization strategy was also mentioned in the report of the 19th CPC National Congress,which covers the three stages of realizing the rural revitalization strategy.By the end of 2020,the task of poverty alleviation has been satisfactorily completed as scheduled,which also marks the stage achievements in the implementation of the rural revitalization strategy.The 14th Five-year Plan has already begun.Due to the change of development goals and tasks,it is necessary to effectively link poverty alleviation with rural revitalization,effectively promote the rural revitalization strategy,focus on high-quality development,and accelerate the modernization of agriculture and rural areas.Rural governance is an important part of China’s social governance.In recent years,the rapid development of economy and the broad participation of the society,the subject of rural governance gradually diversified,the local traditional culture,cultural customs,various aspects,such as economic level,the local government,village party organizations and villagers’ committees,village village of economic organizations,social organizations,rural governance body such as the new follow villager continuously to join in the process of governance,The participation awareness and ability level of multiple subjects are also improving,and villagers have new requirements for the effectiveness of rural governance,and the participation and co-governance of rural governance subjects are also facing new problems and challenges.Therefore,under the background of comprehensively promoting the rural strategy,this paper studies the issue of multi-subjects’ participation in the collaborative governance of rural governance.Due to the diversity of subjects participating in the collaborative governance,they have different motives and ways of participation and play games with each other,which ultimately has a fundamental impact on the results of the collaborative governance.Therefore,the SFIC collaborative governance model is introduced,and the interview method and questionnaire survey method are adopted to study the cooperative governance of rural governance bodies in Jinan S District under the overall promotion of rural revitalization and the next optimization path.First,the SFIC collaborative governance model is introduced as a theoretical framework to analyze the applicability of the model to the collaborative governance of rural governance in S District of Jinan city from the characteristics of the model.The second is to classify the main types of rural governance in S District of Jinan,and analyze the collaborative process of multiple main bodies in S District and the initial results of collaborative governance from the initial conditions of collaborative governance,catalytic leadership,system design and collaborative process.Third,it summarizes the external problems that superior departments and all sectors of society generally evaluate the effect of rural cooperative governance in S area and the internal problems that have shortcomings in the process of collaborative governance by main bodies of rural governance in S area,and analyzes the causes of the problems one by one from four factors that affect the results of collaborative governance:In terms of the initial conditions,there are four aspects:insufficient motivation of multi-subject participation,insufficient play of grass-roots party and government forces in catalytic leadership,insufficient openness and transparency in the process of institutional design,and decentralization of goals and interests among subjects in the collaborative process.Fourth,in view of the problems and causes of the collaborative governance of rural governance bodies in S District of Jinan city,combined with the typical experience of domestic rural collaborative governance,the optimization path is put forward from four aspects:clarifying the responsibility scope of authoritative bodies,stimulating the spirit of multi-subject participation,optimizing the institutional design arrangement,and improving the collaborative process mechanism.In order to solve the shortcomings of rural governance work in Jinan S District by drawing on advanced experience,and promote the rural governance work to achieve new progress and new results.
