Research On The Impact Of Government Support On The Technological Innovation Of Small And Medium-sized Enterprises

Innovation is the soul of a nation's and the inexhaustible driving force for a country's prosperity.Technological innovation has become an important symbol of the development and progress of a country.As China's economy enters the new normal development stage,economic growth has been driven by innovation instead of factors and investment.As an active member in the market environment,small and medium-sized enterprises are becoming the main force of technological innovation.Due to the need of competition and development,smes have a strong willingness to innovate,take the initiative to carry out innovation practice,and actively transform innovation achievements.In the process of adjusting and optimizing the economic structure and changing the economic development pattern,they are playing more and more active roles.This technological innovation not only faces some real difficulties such as fierce market competition,economic uncertainty and financing constraints,but also has to be the technology innovation 's executor.The government's support is limited,which expresses as low support efficiency and ineffective support.As a result,a large number of resources,such as human,material and financial resources,have been lost.How to improve the efficiency of government's support,exploring the influence of government's support,accurately solving the problem of technological innovation and development of small and medium-sized enterprises are the important foundation which makes sure of the successful implementation of the innovation-driven development strategy.All the factors above are also a key measure to ensure that China enters the ranks of innovative countries in 2020.First of all,the paper expounds the theoretical basis of the government's support for the technological innovation of SMEs.Through the analysis of domestic and foreign research,this paper analyzes the theoretical basis of the government's support for the technological innovation of small and medium-sized enterprises,defines the meaning of government support,small and medium-sized enterprises,technological innovation,and analyzes the characteristics of government support.Based on Porter's Competition Theory,Uncertainty Theory and Financing Theory,this paper analyzes the development status and problems of China's SMEs' technological innovation under the support of the government,and clarifies the research direction and purpose of this paperSecondly,the paper clarifies the mechanism and theoretical research framework of government support for the technological innovation of SMEs.Related interests based on the technological innovation of small and medium enterprises,through the analysis of role and status quo,using the game theory related theory and method of system dynamic evolutionary game model to build revenue function,through the replicated dynamic equation and model of stability analysis,and visualization simulation of the process in which evolution under different parameters,on the basis of revealing government support for small and medium-sized enterprise technology innovation effect,the inner mechanism of combining game result summarizing government support for technological innovation of small and medium-sized enterprises needs influence from the viewpoints of input,output and efficiency analysis.Moreover,the paper explores the impact of government support on technological innovation of SMEs under market competition,economic uncertainty and financing constraints.From the aspects of input,output and efficiency,based on the aspects mentioned above,the corresponding index system is constructed.The Trans-log production function which is built up by the multivariate statistical regression analysis method and stochastic frontier analysis method(SFA)analyzes the impact of those factors in three different aspects.Finally,based on the previous conclusions,I suggest the following strategies.According to the conclusions and problems of this paper,the government can moderately increase the financial support from the government and innovate the ways of government support.Give full play to the decisive role of the market in resource allocation and clarify the positioning of government functions;We should lower the threshold of policy support,expand financing channels for small and medium-sized enterprises,and actively cooperate with financial institutions to innovate financing service models.We will improve the mechanism for government support and supervision,establish a system for accepting and evaluating achievements,improve the information management system for technological innovation in enterprises,and actively build a service platform for technological innovation in enterprises.We will increase the input of our own funds in innovation,vigorously promote mergers and acquisitions of enterprises,establish a mechanism for linking enterprise credit.and establish a mechanism for training innovative personnel in enterprises.
