In recent years,with the rapid development of the Internet and information technology,many cities have built various government service platforms,laying a good foundation for the construction of "digital government".These platforms also facilitate the development and utilization of government big data.However,at present,all levels of business systems and the data pertaining to government affairs are conducted by their own policies.It is still not mature to carry out a comprehensive,systematic and integrated analysis on the big data service platform for various government affairs.This leads to the problems of multiple filling,multiple running,multiple reporting,and multiple checking in government affair services.In this thesis,we studied the practical experience of constructing big data service platforms in developed countries.We also used the advanced fusion theory on governmental big data to optimize the functions of the provincial government affair system.The developed system further used the scientific data mining approach to predict potential government events and the association rules is used for illegal business operations,and the efficiency of government departments in corporate review and supervision is improved.The main research contents are summarized as follows:(1)This thesis clarifies the research background and significance,defines the core concepts;it also summarizes and analyzes the domestic and foreign research status and existing problems in the field of government big data.(2)This thesis describes the construction of the digital platform in western governments;it also investigates the applications and the experience of using historical development process in the developed countries;this thesis further solves the resource sharing problem in the construction of Chinese/western digital government measures;the effectiveness has been evaluated by comparing the functions and the frameworks for the design of government big data centers.(3)This thesis integrates and reconstructs the function and frame structure of big data center for Chinese provincial government;it also defines the construction target,the overall structure,and the business system of the big data center.(4)This thesis analyzes the provincial government affairs in the big data center,including the issues such as 1)business integration concept,2)characteristic and architecture;it also studies the big data in the key technology of data mining and fusion,and further designs the data mining technique with rolling-path attribute;based on this method,the thesis presents the design of e-government system fusion algorithm;moreover,the time constraint and variability of business are modeled by the characteristic time automaton model,and the property of business is described by the product time computation tree logic;the concrete process of business integration technology is alsoi analyzed in detail in a case study.(5)A new Event Prediction framework,called EPFM,is proposed for the big data center for the provincial government affairs.EPFM enhances the information characteristics and evaluates the characteristics of government affairs events;it also improves the performance of event prediction,and can make scientific prediction of potential government affairs events;experimental results show that this method is superior to the current advanced methods;(6)Under the support of the provincial government big data center,the construction of social credit system,the credit reporting data acquisition and display of the enterprise,use GSO algorithm to improve the traditional association rules Apriori algorithm,the G-Apriori algorithm for data mining,and companies often illegal business matters,and will these highrisk items for association rules mining association rules.The results of the analysis found the correlation between the illegal business activities of enterprises.Finally,the useful information obtained was applied to the construction of social information system to accurately check whether enterprises had illegal business operations,so as to improve the efficiency of government departments in the examination and supervision of enterprises.The research results of this thesis have important theoretical and practical significance for the construction of government big data center;they also contribute the integration and sharing of resources by carrying out the integration and innovation of government big data,building the overall government image,improving the work efficiency of the government,and improving the ability of forecasting and early warning.
