Study On The Problems And Countermeasures Of Government Affairs Data Sharing In District A Of Chongqing Under The Background Of Big Data

In the era of Big Data,massive amounts of data are the new factors of production.Compared to traditional factors of production,Big Data is renewable,non-polluting and infinite.Data is an important strategic resource for the country,and government departments are the largest producers and collectors of data,holding most of the data in society.With a large amount of government data resources in the hands of governments at all levels,the ability to share and collaborate these data resources directly determines the level of government services and the modernisation of national governance in China.Therefore,strengthening the standardised management of government data resources,digging deeper into the value of government data,and promoting the integration and sharing of government data resources among government departments has become one of the important issues that need to be studied in the process of transforming government functions,innovating social governance and promoting high-quality development.In recent years,governments at all levels have frequently issued policies to promote the sharing of government data among local governments,but in the process of actual promotion,there are problems such as imperfect construction of e-government services and the lack of synchronization of government data resources among various departments,which eventually leads to duplicate construction and "data silos".Based on the above background,this paper analyzes the necessity of promoting the sharing of government data resources in Zone A of Chongqing through literature analysis,statistical data analysis and survey interviews.The problems that exist in the promotion of government data resource sharing in District A include the serious fragmentation of data resources,the weak awareness of sharing among departments,the weak role of the existing sharing platform,and the lack of a guarantee system for data sharing,resulting in the ineffective sharing of government data resources and hindering the improvement of administrative efficiency of government departments.The reasons for this are,firstly,the lack of top-level design and scientific planning,secondly,the lack of motivation to promote data sharing,thirdly,the urgent need to upgrade and improve district-level sharing and exchange platforms,and fourthly,the imperfect implementation of data sharing regulations and systems.Therefore,based on the theory of inter-departmental cooperation and digital governance,this paper proposes countermeasures to strengthen the top-level design of government data resource sharing,strengthen the motivation of government data resource sharing,actively promote the construction and application of sharing platforms,and improve the guarantee mechanism for data sharing implementation.
