A Research On The Fusion Of Public Security Intelligence Under The Environment Of Big Data

Big Data contains the law of history and the tendency of future.Law enforcement agencies need to dig information in the Big Data,refine knowledge in the information,activate intelligence by information,led policing with intelligence,maintain peaceful china by police action.However,facing the status of profound changes in social structure,and the diversification of the social governance,The Reactive-Policing Mode of the Law enforcement agencies is much more difficult to deal with the new pattern of crime which evolved by network and media.Otherwise,there are problems such as insufficiency of information sharing and poor capability of intelligence analysis besetting law enforcement agencies.To deepen the reform of public security,it is urgent to explore the police model of intelligence fusion which based on the Big Data.Theoretically,on the basis of summarizing the reforming experience of the law enforcement intelligence of United States and the European Union,and the practice status of public security intelligence of China,this research constructed the theoretical model of public security intelligence fusion under the Big Data environment and knowledge management theory.Vertically,this paper probed into the vertical evolution relationship between “data,information,knowledge and intelligence” from three aspects of “data fusion,information fusion and knowledge fusion”,and abstracted six factors affecting the procedure of intelligence fusion: “Data Resource,Organization,Capability,Performance,Security,Environment”.Horizontally,based on the three key links of “perception,intelligence and action”,this paper inquired into the key measures in the transformation from “Reactive Policing Model” to “Proactive-Policing model”,and designed a synthetic combat model of “intelligence & command & patrol”,and pointed out the police innovation direction of the governing in virtual space.Practically,based on the theoretical analysis above,this paper pointed out the specific measures and methods to actualize public security intelligence fusion,the strategic design elements needed for the implementation of intelligence fusion,the aspects and architecture of the standards system,the specific solution of performance and incentive,the development direction of security & privacy,and considered the responsibility and culture of sharing,the atmosphere of mutual trust,and the national ownership of information is essential for the formative of intelligence fusion.
