Research On Economic Support For War Based On System Of National Accounts

The construction of war economic support is a basic work to promote the coordinated development of economic construction and national defense construction,and has important economic status and military significance.All along,‘war'and ‘economy'are closely linked,the ability of the national economy to support the war determine a country's international status and military discourse.A comprehensive study and accurate measurement of the overall strength of the national economy is not only the basic premise of the construction of war economic support,but also the inherent requirements to promote the national economic development and military capacity building.Through the systematic,comprehensive and comprehensive measurement of the overall strength of the national economy through the System of National Accounts(hereinafter referred to as "SNA"),making a comprehensive study of the economic support of war carried out in a combination of theoretical analysis and empirical evaluation,is a effective way to cope with the current situation of China 's complex military struggle situation and the current situation of economic development.With the new macroscopicism structure,mainly for the industrial structure to meet the needs of social and economic development to meet the changing needs of war,war products required growth,production factors intensive to knowledge-intensive and so on.The impact of wartime industry mobilization capacity mainly includes national economic strength,scientific and technological development level,military demand and the support of war economy is the realistic basis for guiding the work of economic construction and national defense construction,and it is the inherent requirement of winning the modern warfare.This paper introduces the concept of regional economy and local warfare,focusing on the regional war economic support,taking the six provinces in the southern theater as an example to study the three aspects of material mobilization potential,resource mobilization potential and industrial mobilization ability.The ‘GM-AHP-PCA' model,the ‘GM-AHP' model and the ‘IOA-LP' model are established respectively by means of the national economic accounting data.The ranking of the six provinces is given by the operation analysis.On this basis,the paper establishes a composite index system covering material mobilization potential,the mobilization potential of funds and industrial mobilization ability.The results show that the order of mobilize potential of war materials is Guangdong> Hunan> Guangxi> Yunnan> Guizhou> Hainan;Capital mobilization potential ranking Guangdong> Hunan> Yunnan> Guangxi> Guizhou> Hainan,while Guangdong' mobilization of capital potential reached 5209.7 billion yuan in 2015;The ability of mobilization of the industry can be measured from the mobilization and mobilization rate of the selected core mobilization industry.The mobilization and mobilization rates of the same core mobilization industry in different provinces will be different.The mobilization and mobilization rate of different core mobilization industries in the same province are also different.Considering the potential of material mobilization,the potential for mobilization of funds and the ability to mobilize industry,the comprehensive ranking of war economic support of the six
