SINOPEC HU BEI Fertilizer Works" is a large scale fertilizer plant based on introduced technology in 1970s, using naphtha as raw material and outputting mono-product梪rea. As the policy preferential oil price for fertilizer plant was canceled and the price control was loosed from 1994, the raw material cost raised drastically. With the more and more abroad usage of light oil, shortage of raw material also became a big problem. Though some cost-cut methods, such as reducing the human cost by cutting down the employee number and reducing the power fuel cost has been taken, but the money losing situation was still severe. As China is formal entered the World Trade Organization, the urea products from abroad manufactures will swarm into the domestic market with the releasing of customs duty vallation. With the restriction of production cost and raw material shortage bottleneck, INPIOPEC HU BEI Fertilizer Works" can never win in such an intensely competing market. To change the difficult situation now facing, substituting of raw material will be the only choice.This thesis used methods of Instance, Comparing, and Financial Evaluation, and based on the analysis of the international tendency of raw material usage and process route, and tallied with the actual situation, constitutedthree plans of technical innovation which are: substituting naphtha with natural gas using existing technology, substituting naphtha with natural gas using KELLOG "KRES" technology, substituting naphtha with coal using SHELL "SCGP" technology. And after techno-economic evaluation of above three plans, recommended shell "SCGP" plan of technology innovation. And also wishes to bring forward some constructive suggestions, to be useful for the technology innovation and raw material substituting of similar plants in China.
