To ensure that citizens have enough rights to know and make decisions to participant in political management is the inherent requirement for developing socialist democracy and promoting the modernization of national governance system and capability.The popularization and development of modern information technology make this goal come true.The development of the internet breaks down the information barrier between the government and society,strengthens the interaction and communication between the government and society,and plays an important role in optimizing the process of political decision-making.Therefore,the research on the influence of political decisions under the Internet+ environment is of certain necessity and research value.By sorting out the existing domestic and foreign studies,the current research results are biased towards normative studies in content,ignoring the impact of institutional structure factors in the decision-making process and the interaction between the government and society,as well as the use of single case studies in methods.In view of the above problems,this paper puts the research on the influence of political decisions under the Internet+ environment in the structural background of social environment for discussion.This paper uses the “structure-process”analysis framework and political system theory to analyze how Internet+ affects political decision-making and the role of the Internet in building an integrated “state-society”political decision-making system through a comparative study of two cases in heshan and huizhou.Among them,the research path mainly includes:the first is the static analysis of the decision-making structure,analyzing the power relationship between the decision-making subjects in the category of”state and social relations”,and the impact of the Internet on the decision-making structure.The second is the dynamic process analysis,introducing the political system theory,dividing thedecision-making process into three links of input,conversation and output,and deeply observing the internal influence mechanism of the Internet on political decision-making.The third is to use the differentiation method in Muller’s five methods to conduct a comparative study of the cited comparative cases,so as to demonstrate that the key to the optimization of Internet+ decision-making lies in the establishment of the research hypothesis of "state-society" cooperative consultation decision-making mechanism comparative.Research shows that the flattening,interactive and fast advantages of Internet+ unblock the previously blocked information communication channels,ensuring the continuous and effective information flow and two-way interactive communication between the political system and the environment,promoting the adjustment of the relationship between government and society to the relationship of responsibility based on power and obligation,and enhancing social autonomy.In addition,the public’s demand for political participation also extends from the actual physical space to the virtual cyberspace,which is conductive to the improvement of the quality and scale of the demanding input,promoting the transformation of the political decision-making mode to the “state-society” consultative democratic decision-making,and improving the legitimacy,scientific and effectiveness of political decision-making.Therefore,in order to give full play to the beneficial influence of the Internet in the political decision-making process,this paper puts forward some suggestions for improvement of the political decision-making system as a reference:the first is to attach important to public opinion in the input of the system and smooth the channel of interest expression.The second is to establish a flat decision-making structure in the link of system transformation to ensure that the decision-making process is open and transparent.The third is to establish an efficient and timely government response mechanism in the output link of the system. |
