Research On The Evolution Of China's Administrative Values Since The Reform And Opening-up

Administrative value is the value pursuit and value understanding formed by the administrative subject(government)in the process of implementing the administrative object(administrative system)management practice.It represents the fundamental interests of the country and has a distinct class nature.As a socialist country with people's democratic dictatorship,the essence of socialism in China determines that the core value pursuit of the Chinese government is always for the people.The remarkable popularity is the most essential difference between Chinese administrative values and western administrative values.Since the reform and opening up,the focus of China's administrative values has gradually expanded from economic-centered to economic,political and cultural "trinity" and economic,political,cultural and social "four-in-one",and further extended to the economic,political,cultural,social and ecological "five-in-one" areas.More comprehensive,the value dimension is more diversified,showing sustained growth.But in essence,the evolution of administrative values in different historical stages is only the result of the changing economic and social forms.Although the focus of values and policies has changed in different times,the core of administrative values still shows a high degree of consistency.The essence of China as a socialist country determines that the core concept of China's administrative values and the ultimate direction of policy must be to serve the people wholeheartedly as the only value pursuit.As the pioneer of China's reform and opening up and innovative development,Shanghai's administrative values reflect the advanced level of China's administrative values construction to a certain extent,and also provide experience for its development and improvement.Over the past 40 years,Shanghai's administrative value concept has undergone a continuous evolution and growth from the reform and opening up in the early stage of reform and opening up to the re-opening and market-oriented development around the new century,internationalization and thecurrent focus on innovation,transformation and coordinated development.But its core value orientation has always been people-centered.Focusing on this core value concept,Shanghai takes marketization,legalization and service as the basic conditions for realizing administrative values,and takes the lead in implementing new development concepts such as innovation,coordination,openness,green and sharing.Whether it is economic development,social construction,cultural construction,ecological civilization construction,its ultimate destination is the concrete embodiment of "all for the people".Therefore,to improve China's administrative values,we should continue to adhere to the people-centered pursuit of values,and jointly promote the landing of administrative values from the ideological,institutional and practical levels.At the ideological level,we should focus on strengthening the guidance of socialism with Chinese characteristics in the new era,keep in mind the mission and task of seeking happiness for the people,and guide development with new ideas of innovation,openness,green,coordination and sharing.At the institutional level,we should focus on the construction of the national governance system,strengthen the leadership of the Party,comprehensively promote the construction of people's democracy and the rule of law in China,and ensure the implementation of administrative values through rigid system design.At the practical level,we should properly handle the relationship among the government,the market and the society,minimize the direct interference of the government in the market activities,at the same time,improve the service ability and quality of the government,broaden the scope and channels for the people to participate in government decision-making,and build a service-oriented government that the people are satisfied with.
