Research On The Cooperation Mechanism Between Government And Social Organizations In Purchase Of Public Sports Service

Many countries throughout the world are more inclined to choose social organizations with similar attributes to government as partner in public affairs.Based on the theoretical outcome of public administration science and sociology,this study follows the methodology of positivism and humanism,adopts the methodology of literature research,field research,and that of investigation and study.Centering on the cooperation mechanism between government and social organizations in purchase of public sports service under the current background of government function transformation,this dissertation aims to restructure government-social organizations relationship and work out the national fitness strategy.First,the present role and future orientation of government in public sports service system.The development of our country increases the diversity of the role of government and the difficulty of public administration as well.In a general sense,the government plays a “mixed role” of executives of hierarchical directives,creators of public sports service system,purchasers of public sports services,defenders of public sports interests and promoters of civil society.In the future,the role of government should be transformed into the defender of citizenship as well as coordinator of public sports service governance network.Second,the reconstruction of government-social organizations relationship laid a certain institutional foundation for cooperation.The state government,taking the government transformation function as the core driving force,advocates building the capacity of origin governance by which it can promote the transformation from “controlling government” to “service-oriented government” by speeding up the decentralization and eliminate the administrative approval.As a result,the government will gradually recognize the important functions of sports social organizations in the integration of social resources,providing diversified public sports services,building social capital and promoting social governance.Furthermore,the government should be oriented to reconstructing the relationship government-social organizations relationship by means of the systematic “decoupling “of sports associations and direct registration institution.Third,the multiple dilemmas in practice require strengthening the cooperation between government and social organizations.Those dilemmas can be listed as follows: the conflicts between existing purchase institution of public sports service and limited market;Government projects cannot effectively meet the needs of public sports;the complexity of performance management of purchasing public sports service;Purchasing behavior may lead to being “dominated by sellers”,government being “kidnapped” by social organizations or “voluntary failure “of social organizations etc.Four,it is suggested to construct the cooperation mechanism between government and social organizations from the perspective of multidimensional value.It is necessary that the government improves the legal system and understands the differences of signing purchase contract before and after;Meanwhile it should establish modern financial system,clear the scope of financial guaranteed and expenditure structure,optimize the financial payment mode and match the financial rights and responsibilities;Understanding the advantages and disadvantages of the resources,sharing resources,and breaking the asymmetric dependence relationship are also of great value;Besides,since rational treatment of multiple principal-agent relationships may lead to “moral hazard " and " adverse selection ",the government needs to clarify the incentive and constraints,build corresponding incentive and restraint mechanism and follow certain principles so that stakeholders can participate in negotiation orderly in purchasing;Last but not least,the government needs to clarify the connotation of performance management of government-social organizations " cooperative production " and the peculiarity of current situation in China,thus build a comprehensive performance management model based on cooperation.Five,there are some similarities among the four regions being surveyed in the process of public sports service.But on the other hand,different economic and social development levels contribute to some discrepancies in cooperation practice as well.Still,it is of certain value for other regions to develop the purchase of public sports service.
