Research On The Logic Of Cooperative Behavior Between Government And Social Organizations In Community Sports Public Service

Since the 1980s,with the collapse of the "unit system" and the establishment of the "community system",the community has become the living community of urban residents,and "unit person" has gradually changed into "community person".In the field of community public activities,grassroots sports organizations gradually develop from the bottom to the top,reorganize the decentralized and atomized community citizens,play a unique role,and gradually intervene in community sports public services.The mode of government providing sports public service can’t meet the needs of community residents.The cooperation between government and social organizations has become a new direction to improve sports public service.In the field of community,This study starts from the micro perspective of government and grass-roots sports organizations,through on-the-spot investigation of Yongwai Street in Dongcheng District of Beijing,using resource dependence theory as a tool,using the framework of "field-subject-process-result-logic",to explore the logical behavior of government and grass-roots sports organizations in cooperation.First,this study combs the current situation of cooperation between government and social organizations in community sports public service.It is found that the "presence" of grass-roots sports organizations and governments and the separation of supply and consumption of sports public services provide a starting point for cooperation.Grassroots sports organizations are faced with the shortage of external resources,and governments are faced with the shortage of internal human resources.In order to get rid of their own resource difficulties,government and social organizations take the initiative to adjust the relationship between them.In the process of interaction between the two,with the germination,growth and maturity of grassroots sports organizations,grass-roots sports organizations have gone through the process of action transformation from resistance to cooperation;grass-roots governments have gone through the process of action transformation from approval to empowerment.The result of the cooperation between the government and the social organizations promotes the overall improvement of community sports public service.Secondly,based on the current situation of cooperation,this study summarizes the logical behavior of cooperation between government and social organizations.The study found that community grassroots sports organizations take actions based on the logic of "survival-development",and governments take actions based on the logic of "efficiency-performance".Grassroots sports organizations are based on the logic of "survival" and need to rely on the government to obtain legal status and key resources;based on the logic of "development",they need to carry out autonomous cooperation with the government in order to seek further development of the organization.Based on the logic of "efficiency",government needs to absorb some members of grassroots sports organizations in order to enhance administrative efficiency and meet the needs of the community.Based on the logic of "achievement",it is necessary to give administrative power to grassroots sports organizations to carry out community activities and accumulate symbolic performance capital.From the perspective of resource dependence,the two-way logic of action is reflected in the mutual legitimacy of government and social affairs and the exchange of key resources.The human exchange logic ensures that the institutional resource exchange between the government and social organizations can be successfully achieved in a non-institutional constraint manner,which is the implicit logic that guides the actions of the government and society.Finally,this study evaluates the current state of cooperation between government and social organizations and the logic of action,and believes that the actions of community grassroots sports organizations and governments are the result of active adaptation based on their respective logic of action,and should be considered as a concept rather than a tool.In the future,governments need to take the initiative to adjust their actions and promote the development of cooperation between government and social organizations.
