The Research On The Service Of The Government Purchase Of Social Sports Instructors

Government purchasing of public services is a new way to provide public services.Government purchasing broke the monopoly of public services provided by the government unified by the market,social organizations and the public participate in the supply of public services,and the bringing of the competition mechanism.With the deepening of the government reform,the government p urchasing of public services extended to the sports field.At the end of the 20 th century,the government purchasing became the hot topics in the study of experts and scholars,which continuously promoted the development and innovation of government purchase in the field of public sports service.The report of the 19 th National Congress pointed out that the major contradictions in society have transformed that became major contradictions between the need of growing aspiration for the happy life and the unba lanced and inadequate development.People's demand for spiritual culture were increasing.In the field of sports,the state put forward the strategy of building healthy C hina.There has been a boom of fitness campaign in the nationwide.Mass sports has developing rapidly.The development of sports industry should adapt to the needs of the people's fitness,providing multi-level and diversified sports public services,and promoting the smooth development of the whole people's fitness.The key is the structural reform of supply side services for social sports instructors.The reasons lie on the social stratification due to the widening of the social gap between the rich and the poor.The elite can buy professional sports services by paying to meet their scientific fitness requirements.O n the contrary,the need of the middle and lower groups were difficult to achieve,which required the training of social sports instructors to meet the growing demand for fitness guidance and provided a scientific and diversified fitness for the masses to guide the development of fitness for all and meet the needs of all social strata.On the basis of summarizing the achievements of domestic and foreign predecessors,this paper analyzed the present situation and problems of the service supply of social sports instructors in our country through the methods of literature,comparative research,theoretical analysis and case analysis.The research found that the practical difficulties of our social sports instructors were as follows:(1)the total amount was insufficient,and the actual guidance rate was low;(2)the structure was not reasonable;(3)the regional development was unbalanced.There were real difficulties for government to provide services for social sports instructors :(1)insufficient funds.(2)backward management.(3)the lack of scientific training and incentive mechanism.(4)the lack of independence.Based on those problems,this paper put forward the ideas of providing social sports instructor with the way of government purchase,analyzed the necessity and feasibility of the government's purchase of social sports instructor in the light of the particularity of our government and society.It also put forward feasible ideas and reasonable suggestions on the legal construction,purchase process,evaluation and supervision of the government in the process of purchasing social sports instructors.
