The emergence of new public management and new public service theory has prompted a worldwide administrative reform.With the reform direction of "big society and small government”,all countries have carried out innovative measures aimed at transforming the government functions.The core is the government purchase service;the government can play the social organization's affinity to the people and the efficiency of the market organization by seeking cooperation with the society and the market.Government purchase is a choice after the market failure of the government supply model,the government failure of the social supply model and the multi cooperative supply model.The transformation of supply model shows that facing the public demand of diversity and variability,we need flexible supply model,and the government purchase service is a way to achieve this way of supply.Under the combined of government function transformation,internal strength,purchasing power,external force,social progress and policy support,our government has been promoting the purchase of public sports service.However,due to the lack of government purchase evaluation theory and the lag of practice,the purchase has not been effectively defined,which has affected the extensive development of purchase activities.Therefore,it is very necessary to establish a set of government to purchase public sports service evaluation mechanism.The evaluation of our government's purchase of public sports service is mainly organized by the government departments,and the government's role of "buyer","supervisor" speeding up the transformation of government functions,increasing theoretical research and practical exploration,and speeding up the construction of evaluation system.The key is to establish the
