Study On The Path Of Government Purchasing Public Service Based On The Current Situation Of Extracurricular Sports In Primary Schools In Liaocheng City

At present,our country is in the transition stage to the service-oriented government,but it is also the key period for our country to move towards the sports power.But in recent years,according to the declining trend of physical health test data of primary and middle school students,it has put forward new challenges for the construction of sports power and healthy China.It is one of the important ways to make full use of social resources,realize the rational allocation of sports resources,improve extracurricular sports activities in school sports,increase the participation rate of students’ sports activities,and meet the basic requirements of one hour of daily activities.Based on public goods theory,public choice theory,new public administration theory,public service-oriented government theory,this study aims to find out the deficiency in the development of extracurricular sports in primary schools in Liaocheng district,and provide extracurricular sports services for other fraternal cities by means of government purchase.Through the investigation,the results of the study are as follows: the primary school in Liaocheng gymnastics and running in the morning,mainly in the form of school collective organization;the primary school students participate in extracurricular sports for a clear purpose,mainly in physical exercise and hobbies;after-school physical training is not valued by schools,students are not organized in normal time;Liaocheng primary school has less form of physical competition,sports activities are single,boys and girls participate in after-school sports competition proportion is small,the gap between boys and girls;In addition,the factors that affect the development of extracurricular sports activities in primary schools in Liaocheng District mainly include the lack of equipment for sports venues,the less forms of extracurricular sports activities,and the single content of extracurricular sports activities.In view of the shortage of extra-curricular sports in primary schools in Liaocheng District,this paper proposes to promote the development of extra-curricular sports activities in primary schools in Liaocheng District by means of government purchasing sports public services,The specific measures are as follows: the first step is to make a budget with government funding;the second step is to make plans and open information.Liaocheng municipal government publicizes to the public the plans of its own government for purchasing public sports services and the plans of its own government for purchasing services,and publishes information through the official website;the third step is to select the object and sign the contract.Combined with the geographical location of the school and social sports organizations,and the characteristics of sports services needed by the school,the corresponding service acceptors are established through public bidding,and service purchase contracts are signed with the determined service acceptors according to the contractual management requirements;the fourth step is to carry out services and multi-party supervision.According to different situations,the service undertaker should take targeted measures to carry out extracurricular sports services.The government should track the performance of the service process and formulate strict supervision and inspection mechanism;the fifth step is to evaluate the cash and pay the funds.Liaocheng municipal government promotes the third-party evaluation.Through the evaluation organization established by the government to make a corresponding evaluation of the sports public services provided this time,this evaluation is also a prerequisite for social sports organizations to participate in the government purchase next year.
