Under the background of slowing down of economic and fiscal revenue growth in China,the government will face new pressures and challenges in the provision of educational public services.This paper focuses on the performance evaluation of education public service supply from the perspective of public satisfaction,which has great theoretical value and practical significance for improving public satisfaction with education public service.The starting point of this paper is that providing education that satisfies the public is the core issue in the field of people's livelihood.At the same time,although the state emphasizes the importance of education in the policy,and has made a large amount of financial investment in the field of education,China Family Panel Studies(CFPS)data analysis on public education satisfaction shows that the scale of education fiscal expenditure is huge,and the level of public satisfaction has not improved.This situation highlights the reform dilemma of China's education public service supply.It shows that the government's implementation of education reform has been subject to potential constraints.This not only requires us to carry out systematic and logical analysis from the macro level,but also requires us to conduct in-depth analysis of the dilemma of education reform at the micro level.How to evaluate the performance of China's education public service supply?Can education finance expenditure also bring about an increase in satisfaction?What is the relationship between education expenditure and satisfaction?What other factors can influence the improvement of education satisfaction?What is the choice for improving the educational satisfaction level in China?It is the thinking of these issues that forms the basic framework of this paper on education satisfaction research.At present,based on the perspective of satisfaction,stereotypes have been studied from the perspectives of medical care,employment,housing,and old-age care.Very few are analyzed and studied based on educational perspectives.There are many gaps in the study of public service satisfaction based on education.Most of the data used in the study came from questionnaires in local areas,and the sample size was small.Due to the limited scope of the collection,the data was not representative.In the research method,qualitative analysis or simple description of the data is used,and no scientific and rigorous empirical analysis is performed.Based on the review of existing satisfaction research,this paper makes a statistical description and empirical analysis of the obstacles encountered in China's education reform process based on the existing Chinese family tracking survey data.The specific research contents of this paper are as follows:The first chapter is the introduction.This chapter mainly puts forward the problems,background and significance of this paper,and introduces the main content,research framework,research methods,main innovations and inadequacies.The second chapter is the literature review section.According to the theme of this paper,the related theories of public supply service evaluation at home and abroad are introduced,and the connotation is deeply analyzed.Under the situation of national development trend,the evaluation criteria of different public services are elaborated.Most of China's research on public service satisfaction focuses on various types of public services in rural areas,and few people conduct research based on the satisfaction of education services.Here is a summary of the results of research on public expenditure and financial participation and public participation.This provides direction for the research in this paper.The third chapter is the analysis of the characteristics of education satisfaction in China.This chapter uses the China Family Panel Studies(CFPS)three survey data in 2012,2014,and 2016 to provide information on residents' evaluation of public services,and to face the satisfaction of residents at the regional and individual levels.The statistical analysis of the performance of education public service supply in China in recent years shows that the overall score of China's residents' education satisfaction is low,and the regional level and individual level show strong heterogeneity.The fourth chapter is the realistic dilemma of education financial expenditure affecting public education satisfaction:the inverted "U" relationship between education fiscal expenditure and satisfaction.This chapter makes an empirical analysis of the impact of educational fiscal expenditure on education satisfaction by using the panel data composed of CFPS2012-2016 three-year data.The regression results show that there is a"U"-type relationship between education expenditure and public education satisfaction,indicating that after the education expenditure exceeds a certain level,the level of education expenditure will continue to increase,which will not only bring about an increase in education satisfaction,but will instead Lead to a decline in satisfaction levels.If education financial input can no longer significantly improve public education satisfaction,what path should we take to continue to improve public education satisfaction?The fifth and sixth chapters of this paper analyze the behavior of public service providers and the active participation behavior of the recipients.The education public service supply mode and public participation will have an impact on education satisfaction.The fifth chapter is the analysis of the impact of education supply on public education satisfaction--based on the perspective of admission.This chapter uses the random effects model to explore the impact of educational supply methods on education satisfaction from the perspective of admissions.The regression results show that compared with other admission methods,the way of enrolling children is relatively high in the level of parental education satisfaction.The results are still established after considering endogenous problems and conducting a series of related robustness tests.This shows that when providing public services for education,the government must consider not only the quantity and quality of supply,but also the way of supply.How to get and how much educational services to get has become the focus of residents' lives.Innovating and optimizing the supply of education public services is expected to become an effective optimization path to improve education satisfaction.The sixth chapter is the impact of public participation on public education satisfaction-based on the perspective of institutionalized and non-institutionalized participation.This chapter uses the CFPS 2014 dataset to explore the impact of public participation on public education satisfaction from a public engagement perspective using the classic OLS model.The results of the regression show that the public education that actively participates in the voting,which is an institutionalized public participation behavior,has higher satisfaction,and whether non-institutional participation behaviors such as "Expressing their own opinions through the Internet,media,and social groups" are satisfied with public education.The effect of degree is not obvious.This indicates that in the process of providing education public service,public participation behavior plays a certain role in promoting public education satisfaction,and it also encourages this paper to explore the path of further improving public education satisfaction from the perspective of public participation.The seventh chapter is the thought of the countermeasures proposed in this paper after all the analytical work is done.This paper not only envisages how to improve satisfaction from the perspective of fiscal expenditure,but also optimizes the path analysis from innovative public service methods and public participation education.This paper attempts to sort out how to improve education satisfaction from these three perspectives,and summarizes some corresponding countermeasures and suggestions.Firstly,explore the internal logic of education financial expenditure to improve citizen satisfaction,try to find the optimal equation of education expenditure,and improve the equalization of education public service.Secondly,try to build a quality education service system,service planning should be reasonable,and provide education supply service.Differentiate"adapted to local conditions",different audiences carry out different educational programs,and distinguish "different from person to person";finally,improve the public education public service demand system,add more "open heart" in education public service supply,and provide education service supply In the decision-making,listen to the "user evaluation",and carry out "secondary feedback" in the education public service supply decision-making,and build a demand feedback loop mechanism.The innovations of this paper can be summarized as:Firstly,the research perspective and research content,the previous research on the performance evaluation of public service supply is mostly considered from the perspective of public service as a whole,and the research on systematic analysis of education public service is still insufficient.Moreover,the research on the performance evaluation of education public service supply mostly uses the method of Data Envelopment Analysis(DEA)to conduct objective evaluation.This paper examines the supply performance of education public services provided by the recipients of education public services from the perspective of satisfaction with educational public services and analyzes the supply-evaluation dilemma from the government and the public perspective explores the path to improve the satisfaction of public service in residents' education.Secondly,in the research method,the previous research on education satisfaction mostly uses qualitative analysis or only the local survey data developed by the needle to carry out simple data description without scientific research.Rigorous empirical analysis.In this paper,the research strategy combining static and dynamic research is used to study the satisfaction of residents' education.Thirdly,in the model construction,the previous research on the relationship between financial input and public service satisfaction mostly adopts linear model.The linear model and the nonlinear model are combined in the analysis process to better estimate the relationship between the level of educational public service fiscal expenditure and the satisfaction of educational public services.
