Study On Urban Space Governance

The arrival of urban society has profoundly and lastingly changed the space of human existence.In a sense,it even reconstructs the production modes and life styles of human beings both in urban and rural areas.City is a kind of social space.The creation,renewal,arrangement,planning and other practice of urban space have a wide and deep impact on the development of economy,politics,culture,ecology and so on in cities.The practice of urban space governance regulates people's complex social interests.Constructing the theoretical framework of urban space governance to realize good governance not only has a fundamental impact on the daily life of the urban residents but also the spatial development of the city itself.Urban space governance has attracted the attention of many disciplines and fields,such as management,political science,sociology and so on.This paper is a general theoretical study on urban space governance from the perspective of social space of Marxism,which is based on human production modes of spatial practice.It attempts to construct the four theoretical dimensions of urban space governance---capital,right,emotion,system---and their internal relations through multi-dimensional analysis and reflection on governance of urban space problems.What's more,it explores the practical path of urban space governance by taking space justice as the fundamental goal of good governance,so as to build the theoretical framework of urban space governance.This paper firstly traces the concept of urban space governance in traditional culture in China,as well as the thoughts and it characteristics of urban space governance in different periods of time in the West.After that,Marx's discussion on governance will be analyzed in this paper.It will also extend its attention to the thoughts of urban space governance in different periods of socialist modernization in China.The combing of this thoughts in the history can provide abundant theoretical resources and practical experience for further defining the the theoretical perspective,basic connotation andresearch orientation of urban space governance.From the perspective of social space of Marxism,four key variable factors of urban space governance---capital,right,emotion and system---will be excavated from many related factors.Capital has a dialectical power to space creation.Space Right is a reconstruction of the traditional right.Emotion is the soil for the generation of homeland.System has the function of guaranteeing---especially in modern urban society.The main problems of capital,right,emotion and system in space governance are dissimilation of space production,imbalance of rights,stripping of emotional mobility,elastic dilemma of the system.On this basis,the internal spatial roots of these problems will be analyzed in this paper.In the face of these urban problems and their spatial roots,the most important thing is to make space justice become the value principle and practical norm of urban space governance.Taking space justice as the goal of good governance,we should realize space production justice,space difference justice,space living justice and space order justice,in order to achieve good space governance at each specific level.Finally,this paper returns to the situation of the times in China and gives a retrospect and prospect of urban space governance in China in the new era.It combs the evolution of urban space governance in China since the founding of the People's Republic of China in the past seventy years and the reform and opening up in the past forty years.In view of these valuable experiences and lessons,urban space governance should build people's city,ecological city,public city and cultural city based on the mission and realm of urban space governance in the new era.It should transcend the limitations of western urban civilization and realize the self-consciousness of urban civilization in our country.
