Advancing To Inclusive Cooperation:A Study On Development And Governance Mechanism Of Farmers' Cooperatives

Problem that major cooperating members refuse to accept or like to exploit small ones often exists in fanners' cooperating process.Focusing on the problem and its causes,explaining concepts like cooperation with all factors,multiple factors and the whole process,and combining with the basic meaning of inclusive growth and inclusive development,this paper came up with a new concept,namely inclusive cooperation which has been divided into inclusive participation and inclusive distribution.Its core content is equal participation and equitable sharing.Takng background and developing problem of new pattern of farmers' cooperating as this research's logic start,this paper chose the Fudao rubber cooperatives in Qiongzhong County,Hainan Province as the research objectWe used the case study method and comparative study method,and then built up theoretical analysis framework.In the third,fourth and fifth chapters,this paper discussed the formation and development of inclusive cooperation,internal operation mechanism and external coordinating system of inclusive cooperation.In procedure of explaining its formation and development,it started from external and internal ways,arguing against idea that extension of group scale could restrict farmers' cooperation.While to discuss internal operation mechanism of inclusive cooperation,it analyzed economic base to realize democratic management and traditional culture and its technical system of benefits distrbution.Besides,how external coordi'nating system to peruse interests and maintain rights in inclusive cooperation has also been explained and proved.At last,this paper drew the following conclusions.Firstly,to maintain the basic conditions for the formation and development of inclusive cooperation,we needed to remain voluntary and open.Open would expand the scale of cooperatives,but the scale expansion may not restrict the farmers' cooperation.The use of decentralized and hierarchical approach could overcome the dilemma of collective action.For this reason,the farmers needed to remain voluntary and open.At the same time,formation and development of inclusive cooperation are the result of internal and external causes.It didn't only rely on the active driving of the rural elite,but also needed external support,particularly the guidance and support of the state and government.So state and all levels of government should strongly support and help cooperation which was inclusive stronger.Secondly,democratic management and benefit sharing were the internal operating mechanism of inclusive cooperation.Democratic management is the core operation mechanism of inclusive cooperation.The realization of democratic management was the economic basis of the production factors into the decentralized economy.In inclusive cooperation,we should focus on the basis of democracy,and actively work on democratic management in order to overcome the shortcomings of democratic management.Benefit sharing is the incentive mechanism of inclusive cooperation.Profit sharing distribution should be in accordancewith the logic and law of the modern market competition,but also to follow the equalitarianism,mutual benefit and traditional ideology and culture,so as to get the members generally recognized and welcomed.Thirdly,Proper profit and the right were the foreign exchange coordination mechanism of inclusive cooperation.Proper profit is the law of foreign exchange in inclusive cooperation which was easy to be widely recognized and supported.It could make cooperation in the formation of internal and external forces and promote inclusive and sustainable development.To safeguard the legitimate rights and interests of the members is the external coordination mechanism of inclusive cooperation.Organized contingency rights were so easy to be accepted and recognized that the implementation of the "performance" would to be obviously.In addition,inclusive cooperation obtained high value for the following reasons.Firstly,it could help to integration and optimal allocation of production factors;secondly,it could eliminate polarity to realize prosperity promotion;thirdly,it could obtain much more acceptance and support easily;fnally,it could do good to promote rural governance.Certainly,market risks' withstanding capacity of inclusive cooperation is limited and it also has high request to leaders,which makes it difficult to realize this cooperation.
