| Different from the traditional industrialization,the new industrialization is not only the pursuit of industrial added value,but also to achieve a high scientific and technological content,good economic returns,low resource consumption,less environmental pollution,human resources advantages have been fully exploited.All these aspects have become the basic symbol and the foothold of the new industrialization.For a long time,industrialization has been regarded as an important means of transforming from traditional agriculture to modern industry and from poverty to prosperity.With China’s economic development into the new normal,insisting on maintaining stability has become the general tone of the present stage of development.While the rapid development of economic globalization requires us not only to stabilize the economy,but also to achieve rapid adjustment and transformation of industrial structure.In order to achieve the goal of development and gain a dominant position in the fierce competition of Globalization,the 18th CCP’s report clearly put forward that "Adhere to the Chinese characteristics road of new industrialization,informatization,urbanization,and agricultural modernization,promote the deep integration between informatization and industrialization,positive interaction between urbanization and industrialization,mutual coordination between agricultural modernization and industrialization,accelerate the synchronous development of industrialization,informatization,urbanization and agricultural modernization.It not only emphasizes the role of industrialization,pay more attention to the coordinated development of the four modernizations.The new industrialization is still the core link of four modernizations,is the only modernization way which must be passed,and the basic of technology,information and knowledge.It also points out the development direction to take a new road to industrialization for Heilongjiang province.The county economy development is the basic unit of the economic development of Heilongjiang Province,at the same time joining the macro economy and the micro economy,is also the research category of meso economy and regional economy.Now,taking a new road to industrialization,is the inevitable choice to promote the county’s economic development.Grasping the connotation of new industrialization from the county level of Heilongjiang province has an important significance for promoting the growth of industrial economy the whole industrialization level in Heilongjiang province county.Based on the connotation and theoretical basis of the new industrialization development,by drawing on the advanced experience at home and abroad,the paper constructs new industrialization evaluation system for the empirical analysis on the basis of carding development mechanism of county’s new industrialization and the status of new industrialization in Heilongjiang,in order to find out the problems existing in the development of new industrialization in Heilongjiang Province,clear the county’s new industrialization path and support system.Finally,according to the evaluation results and problems,this paper puts forward some policy recommendations to promote the county’s new industrialization level in Heilongjiang province.This paper mainly focuses on the following aspects:Firstly,based on the theoretical and practical reference frame of the county’s new industrialization,the paper confirms the internal mechanism and the operating mechanism of the county’s new industrialization development.Based on the connotation of new industrialization,puts forward county’s new industrialization development goal,which is to maintain a healthy growth of county’s industrial economy,to improve the quality of economic benefit of the county’s industrial enterprises,to implement the people-oriented development concept,to achieve the goal of combining resource conservation and environmental protection,and to make a qualitative leap in the development of county industry through scientific and technological innovation.At the same time,this paper puts forward three key points:to pursue the sustainable development of interest and environment friendly,to carry out the people-oriented thought in the process of county’s new industrialization,to coordinate the development of urban industry and county industry.From the perspective of coordination,the paper describes the internal mechanism of county’s industrialization,namely,the coordinated development of urban industry and county industry,the pursuit of county benefit and environmental friendly industrialization development,the development of county’s new industrialization by informatization,to carry out the people-oriented thought in the process of county’s new industrialization.This paper analyzes the operational mechanism of county’s new industrialization development from two aspects:power mechanism and coordination mechanism.Secondly,based on the actual situation of the county’s new industrialization development in Heilongjiang Province,and combined with the internal mechanism of county’s new industrialization,the evaluation index system of county’s new industrialization was constructed from six aspects:industrialization process,economic benefits,energy consumption environment,science and technology and information,human capital and agricultural modernization.By using AHP and entropy method to determine the base layer and the index layer weights,and based on the two methods of extreme value standardization and target value standardization,the paper comprehensively analyzes the development of new industrialization in Heilongjiang’s 65 counties.Combined with the comprehensive evaluation of county’s new industrialization in Heilongjiang Province,the paper put forward the common dilemma and problems of county’s new industrialization at this stage,and summarizes the new industrialization obstacles from two aspects of resource factors and system factors,pertinently analyses and put forward the development ideas of the new industrialization in five different stages.Thirdly,based on the three basic strategies of information driven strategy,stage guidance strategy and sustainable development strategy,this paper discusses the realization path of the county’s new industrialization development in Heilongjiang Province from the macro,meso and micro perspectives.Among them,the macro path chose that the improvement of modern market system,improving the "four modernizations" coordination mechanism,reforming government institutions and optimizing the environment of social services;the meso path chose that the selection of the leading industry,the construction of industrial cluster,the construction of eco industrial chain,the development of information technology and high technology industry;the micro path chose that improving labor training,accelerating capital flow,upgrading technology and system and give full play to enterprise cluster effect.And the paper focuses on the support system to ensure the smooth development of county’s new industrialization in Heilongjiang Province from the six aspects,which are financial service system,personnel training system,science and technology service system,intermediary organization system,ecological security system and county system.Finally,aiming at the practical problems existing in the development of county’s new industrialization in Heilongjiang Province and considering the obvious heterogeneity among counties,the paper puts forward seventeen countermeasures and suggestions from three aspects of macro system,medium industry and micro enterprise.Namely,improve the county market system,construct "two type" industrial system,develop the low carbon and ecological industry,construct and develop county pillar industries,construct characteristic industrial clusters,upgrade and optimize the industrial structure,promote scientific and technological progress,optimize the allocation among resources,cultivate characteristic industrial enterprise,create"two type" enterprise,construct learning organization and accelerate the construction of talent cultivation. |
