Non-profit Government Investment Project Group(NGIPG)is non-profit project portfolio,in which government applys financial fund or financial security to exercise the basic functions of satisfying national economic development and social public demand,while the projects in NGIPG have the same strategic target and their resources need overall distributing.NGIPG plays a very important role in improving public living environment,promoting social ecomomic development,etc.Therefore,the investment efficiency and management level of NGIPG have gotten lots of public attention.The resource management level of NGIPG is closely related with government investment efficiency,and high resource allocation efficiency is essential to guarantee expectant outputs of society benefit and economic benefit of the project group.With the scale gratually enlarging of NGIPG,how to make overall coordination of project group resources has been the key and difficult points in project management research field.Currently,there are many inadequancies in relative research of NGIPG resource management,such as lacking in consistency between resource allocation processes,unclear subject responsibility,a lack of consistency in goals,difficulty in dealing with complex constraint relations by current resource allocation methods,insufficient contribution of efficiency analysis process to making optimization strategy and so on.Therefore,in order to realize higher efficiency of resource allocation of NGIPG,this dissertation carries out the research on the resource allocation mechanism and method of NGIPG.The dissertation analyzes and concludes the overall research status of NGIPG by questionnaire survey,expert interviews,literature summary,case analysis,site investigation and other methods.At the same time,by combining traditional project resource allocation models and mothods,wihth relative research basis on efficiency analysis,this dissertation analyzes project resource allocation mechanism and concludes resource allocation processes,based on which the participant statuses are precisely defined.On this basis,the dissertation deeply analyzes resource conflict gaming model,resource optimization allocation model,multi-objective optimization algorithm,as well as resource allocation efficiency analysis,and then eatablishes the most suitable resource allocation model and method for NGIPG to guarantee the successful realization of NGIPG strategic goal.The specific research contents of this dissertation are listed below:(1)To solve the problems in NGIPG resource allocation process such as ambiguous system operation mechanism,unsmooth connection between resources allocation processes,unclear definition of participant status,this dissertation firstly analyzes the internal drivers as well as external influencing factors of resource allocation system,and then establishes system integrated factors framework.After that,based on NGIPG characters and combining the behaviors and goals of government,social capital,project company,PGMO,prime contractor and project managers,the organization structure of resource management is designed,which consists of macroscopic organization structure,organization structure in rsource layer and PGMO organization structure,in order to clearly define the status and responsibility of participants.Based on the basic operation processes of resource allocation system,a resource allocation framework model containing three sub-processes "steady state imbalance and game","demand linkage and optimization","transient state evaluation and fine tuning" is established,and then participant behavior strategies in different system development phrase are initially determined.Based on above research,this dissertation makes horizontal and vertical segmentation research on project group resource allocation mechanism from system operation process dimension and subject relationship dimension.In system operation process dimension,system operation mechanism is detailed by starting mechanism,linkage mechanism and equilibrium mechanism.And subject relationship dimension makes additional explanation for system operation mechanism from healthy competition,mutualism and coevolution.(2)To solve the resource conflict game problem in NGIPG resource allocation process,this dissertation firstly starts from the basic processes of NGIPG investment construction and determines participant status as well as responsibility in resource allocation system,based on which resource conflict formation mechanisms of the capital layer and resource layer are respectively declared.After that,resource conflict game models for capital layer and resource layer are established to analyze participant behavioral strategies in different layers,which can help judge the relationship between participant behavioral strategies and system development path.Among the resource conflict game models,the Stackelberg game model in capital layer aims to research the influence of factors such as return on investment and franchise period on the behavioral strategies of government and social capital,while the dynamic evolutionary game model in resources layer aims to discuss how PGMO and projects managers make behavioral strategies to pursue their own benefit goal according to their opponent behaviors.Based on the analysis result of game model,resource conflict resolution strategies are designed to guarantee the consistency of subject objectives,which lays the foundation of establishment of resource optimization allocation model and creates conditions for the successful realization of projects group strategic goal.(3)To cover the shortage of NGIPG resource allocation model and optimization mothod such as poor coordination between goals,a lack of quatification method in ranking project priority,disadvantages and shortcomings of multi-objective optimization algorithm in solving high dimension and nonlinear programming problem,this dissertation gives priority to synergistic relationship between the benefit of government and social capital as well as project group strategic goals,and then builds goal integration mechanism for project group,in order to decompose and integrate government and social capital goals into the strategic goal of project company.By matter element extension method united with triangular fuzzy language,this dissertation determines NGIP priority from project group strategic matching degree and contribution degree perspectives,combining with resource constraints and logical relationships in the project group,after which multi-objectives optimization model of project group resource allocation is made.After that,the firefly algorithm is modified by levy flight and particle swarm optimization to improve the random search capability and historical data utilization of basic firefly algorithm.Finally,based on case analysis,the practicability of resource allocation model and modified firefly algorithm is testified.(4)To solve the problem of process disconnection between resource allocation efficiency evaluation,influencing factor analysis and optimization strategy design,this dissertation applys DEA-Tobit analysis method to realize smooth cohesion between these efficiency analysis processes of NGIPG resource allocation.Firstly,according to NGIPG characters,the efficiency evaluation indicator system is built,whose inputs indicators contain resources inputs,social force participation fees and additional inputs,in order to emphasize the impacts of public participation and construction pollution on efficiency values;while outputs indicators place emphasis on the comprehensive benefits outputs constituted by social benefit and economic benefit of NGIPG;meanwhile,the influencing factors mainly contains total construction investment,contract design,policy environment,economic environment and natural environment.After that,DEA-Tobit model is introduced to determine the efficiency values of project group and NGIPs,indicator improvement space as well as the quantified correlation values between influencing factors and efficiency values.Based on above research,optimization strategies for NGIPG resource allocation are designed from the perspectives of clarifying participant status and improving incentive and restraint mechanism.
