Citizenization of rural-urban migrants is the core and hinge of China's urbanization,of which political citizenization with political integration being the essence provides institutional assurance for economic and social urbanization.With the proposal of urbanization strategy and comprehensive promotion of household registration system reform,the external policy environment of rural-urban migrants' political integration is undergoing tremendous change.Rural-urban mobilization over the past 30 years has given rise to the structural differentiation of rural-urban migrants during the socialization course.The dual social,political and economic systems in rural and urban China are becoming increasingly unfavorable for the survival and development of vulnerable groups,severely influencing the political integration of rural-urban migrants.As for the system design,the urbanization policy adjustment embodies the government's great concern for the lack of political rights of rural-urban migrants in cities;however,what about the actual political integration of rural-urban migrants? Can they truly realize political integration? Further study is required.Currently,researches on political integration mainly focus on realization of political rights by combining social and economic conditions,which can hardly satisfy the demand of study on rural-urban migrants' political integration.Comprehensive study on the status quo and influence factors of rural-urban migrants' political integration by integrating new theories and combining the reality of rural-urban migrants is of great theoretical and practical significance.Based on the rural-urban migrant survey carried out jointly by the floating population project team from the School of Public Policy and Administration of Xi'an Jiaotong University and NBS Survey Office in Shaanxi in April and May of 2012,and by adopting the multiple regression model,the paper systematically analyzed the status quo and influence factors of rural-urban migrants' political integration,and proposed policy suggestions aiming at promoting rural-urban migrants' political integration and advancing China's urbanization.Innovations of the paper include:Firstly,it put forward the concept of political integration and a framework for rural-urban migrants' political integration underbackground of urbanization.Based on social integration theory,this paper modified the concept of political integration from “the equal politcal rights” to “the process of rural-urban migrants becoming urban political community member,” and expanded the dimension from “poltical participation” to “political cognition,political participation and political trust.” Introducing socialization theory and social captical theory,and combining with the rural-urban migrants' political life in China's urbanization,this paper re-recognized the influence of the changes in the migration of rural-urban migrant workers on political integration,and proposed the analytical framework for rural-urban migrants' political integration applicable to the background of China's urbanization,which reflects the social exclusion,rejection,social capital,left-behind trailing,flow experience and political culture and so on.The framework not only made up for neglecting the role of early socialization in rural,but also provided a theoretical basis for promoting the urban integration of rural-urban migrant worker and building a responsible government.Secondly,it revealed that the main influence factors and its way of rural-urban migrants' political cognition.Rural-urban migrant workers' isolation form citizens,social network,organization participation,flow distance had obvious influence on the channel of information mobilization,while injustice,citizenship consiciousness,external efficiency and general trust were promotors for information acquisition intention.By controlling information mobilization and influencing information acquisition intention,these factors affect the political cognition of rural-urban migrants.These findings show that institutional rejection and social rejection were restraining rural-urban migrants' political cognition,but organization participation,social network,inter-provincial flow,citizenship consiciousness,general trust had positive influences.Early socialization had not significantly influence.This study will conducive to comprehensively and systematically revealing the influence factors of rural-urban migrants' political congnition.Thirdly,it found that the political participation of migrant workers is realized through the consistency of the interests of the community and the strengthening of the identity of the migrant population.Rural-urban migrant workers' living in isolation form citizens,(informal)organization participation,the special trust were conducive to the formation of interest integration,so as to promote the election and non-election political participation;political cognition,opportunity of injustice,the general public network and trailing experience through strengthening of the identity of the migrant population had positive effects on peasant workers' political participation.These findings suggest that repellency of the institutional and non-institutional factors tend to encourage migrant workers to strengthen the identity of the migrant population,form a community of interests,and then realize interests through political participation.Rural-urban migrant workers' political cognition is the leading mechanism of its political participation,which had highlighted the role of the urban youth socialization.The study provides a train of thought and ways to correctly understand the migrant workers political participation,has strong reference significance for the government that eliminate obstacles unfavorable to the survival and development of migrant workers from the aspects of the institutional and non-institutional,and guides the orderly political participation of the migrant workers.Forthly,it found that peasent-workers' political credibility was significantly influenced by their rational evaluations of government performances and political atttitudes.Rational evaluations of government performances were shown in the following aspects: political cognition,political participation,organization participation,employment isolation and perception of unfairness,etc.Among these aspects,positive evaluations of government performances are enhanced by political cognition and perception of unfairness,and were weaken by others.Political atttitude could be observed by citizenship awareness,inner and outer sense of efficacy,authoritarian value,normal and special trust and left behind experience.Among them,special trust and left behind experience were against of forming positive political attitude,while others were benefical to it.It was of great importance to find out the inner relationship among political cognition,political participation and political credibility in the process of peasent workers' political integration.It has a positive practical value to induce peasent workers to evaluate political performances correctly,and to form positive political attitudes,as well as to trust government organizations and employees ultimately.
