Manufacturing industry is the pillar industry of the national economy,and it is the motive source of leading industry development and industry innovation.Under the background of China's manufacturing industry continued to increase innovation investment,the number of patents and scientific papers increase rapidly.However,in the process of innovation,China's manufacturing industry pays too much attention to the number of patents and scientific papers,and despises the materialization of scientific and technological achievements,the innovation input has not been transformed into the final economic value.With the implementation of the national innovation strategy,the innovation investment of China's manufacturing industry is increasing.How to improve the inefficient utilization of resources is particularly important.This paper studies the innovation efficiency of China's manufacturing industry,which can provide an empirical basis for the policy formulation.It has important theoretical and practical value for improving the manufacturing innovation efficiency in China.The domestic and foreign scholars explored deeply and widely on manufacturing industry innovation efficiency.But they regard manufacturing innovation as an input and output activity,they can not find the root of inefficiency.Based on the perspective of innovation value chain,the innovation activities of China's manufacturing industry are decomposed into technology output link,materialized output link and value output link.On this basis,the innovation efficiency of all aspects of manufacturing innovation in China is estimated,and the internal and external factors and the spillover effects of each link's innovation efficiency are explored.The innovative work of this paper and the main conclusions are as follows:First,based on the theory of innovation value chain,the innovation of manufacturing industry in China is divided into three parts:technology output link,materialized output link and value output link.The DEA model is applied to measure and evaluate the innovation efficiency of different sectors and regions in China.The results show that the efficiency of technology output and value output are relatively high,while the efficiency of materialized output is relatively low.From the empirical results we can see that the innovation efficiency of technology output link and output value link of medicine,special equipment,transportation,communication,computer and electronic equipment is low,and the innovation efficiency of material output link of agricultural and non-staple food processing industry is high.And the innovation efficiency of technology output link of China's eastern region was significantly higher than the central and western regions,but the innovation efficiency of technology output link is not entirely consistent with the local economic development level.The innovation efficiency of technology output link of Anhui,Sichuan,Guizhou and other provinces is high.At the same time,the Yangtze River Delta,Pearl River Delta and Beijing Tianjin Hebei region with higher level of economic development have higher innovation efficiency of technology output link and value output link,but lower efficiency of materialized output link.It can be seen that the innovation efficiency of materialized output link in China's manufacturing industry has not yet been integrated with the local economic development,which has become an important factor that restricts the further improvement of innovation efficiency.Second,this paper uses the panel data regression model to make an empirical analysis on the internal and external factors that affect the innovation efficiency of China's manufacturing.The empirical results show that in the technology output link,per capital research funds has a significant positive impact on the efficiency of technology output link,but the impact is relatively weak.At the same time,the level of government investment has a significant negative impact on the efficiency of technology output link,it shows that China's manufacturing industry need government support and investment,but the high investment of government will create a certain extrusion effect on the investment of enterprise innovation resources,thus reducing the efficiency of technology output.Finally,the degree of industry university research cooperation has a significant positive impact on China's manufacturing technology output efficiency,but the degree of impact is relatively low,which indicates that our manufacturing industry still has shortcomings in the industry university research cooperation.In the materialized output link,manufacturing capacity has a significant positive impact on the efficiency of materialized output link in China's manufacturing industry,which fully shows that manufacturing capacity is closely related to the efficiency of materialized output link.Environmental regulation has a significant negative impact on the efficiency of materialized output link,but the negative effects is low.It shows that although environmental regulation will squeeze the enterprise innovation resources in the short term,but in the long term,environmental regulation will encourage enterprises to improve innovation efficiency.In the value output link,the operating cost has a significant positive effect on the efficiency of value output link.From the empirical results,we can also see that enterprise scale have significcant positive effects on innovation effciency of materialized output link and value output link,which indicates that in manufacturing industry innovation activities,whether it isThird,the spatial spillover effect and the value chain spillover effect of the innovation efficiency of China's manufacturing are empirically studied by using the spatial econometric model.The empirical results show that innovation efficiency of technology output link,materialized output link and value output link have significant spatial spillover effect,which indicates that the improvement of the innovation efficiency of the manufacturing industry in the surrounding region has a significant positive effect on the innovation efficiency of the manufacturing industry in the adjacent regions.At the same time,there is a significant value spillover effect between technology output efficiency and materialized output efficiency and between materialized output effciency and value output efficiency.But there is no significant spillover effect between technology output efficiency and value output efficiency.This shows that materialized output link plays an important role in promoting the technology output efficiency and value output efficiency.Fourth,according to the theoretical analysis and empirical results,in order to improve the innovation efficiency of China's manufacturing industry,this paper has carried out an analysis of the countermeasures.This paper argues that only by strengthening the accumulation of human capital in manufacturing industry,enhancing manufacturing capacity,improving industrial concentration and scale efficiency of manufacturing industry in China,promoting the institutionalization of the cooperation of industry,University and Research Institute,improving the system of government input and strengthening the synergy development of innovation efficiency in all sectors and regions of China's manufacturing industry,The innovation efficiency of China's manufacturing can be greatly improved,and the independent innovation ability of China's manufacturing industry can be continuously enhanced.
