In the context of the increasingly prominent ecological environment problems and the increasing international competition,green innovation has become the primary choice for China's enterprises to achieve sustainable development and enhance the level of technological innovation.However,the phenomenon of "high input,high consumption,low output" still emerges in an endless stream in the field of industrial production recently,and the green innovation efficiency of Chinese industrial enterprises is quite low because of the unreasonable allocation of innovation resources and backward green management level.In addition,with the differentiated economic bases,industrial structures and technical levels,there are large disparities of green innovations among different regions in China.However,the region is not an independent individual,and the development of infrastructure such as transportation and Internet has gradually enhanced the correlation between regions.Under these circumstances,the academic community has been paying more attention to the spatial spillovers of innovation,because it can effectively promote the flow of knowledge and technology among different regions,and make up for the defects of uneven allocation of regional innovation resources and insufficient investment in innovation.However,current research on green innovation efficiency and spatial spillover effect of industrial enterprises still exist deficiencies,such as without considering the stage characteristics of innovation and ignoring the impact of environmental factors on innovation efficiency and spillover effects,etc.Therefore,based on the value chain,we decompose the green innovation activity into two stages of R&D and S&T convention,and then uses Super-DEA model to analyze the industrial enterprises' total and two stages green innovation efficiency of 30 provinces in China from 2005 to 2014.On this basis,the spatial econometric model is constructed to examine the spatial spillover effects and influencing factors of green innovation efficiency.The empirical results show that: firstly,industrial enterprises' total and two stage green innovation efficiencies have much space to improve and its regional differences are more obvious.Otherwise,most provinces' innovation level of the eastern China is in the state of “double excellent”,while both the central region and the western region have their own innovative short board;there is one more point,based on different spatial weighting matrices,the spatial spillover effects of two and total stages green innovation efficiency are positive and significant,in which the spillover effects in the stage of R&D are significant stronger than S&T convention;it should be noted that geographical proximity has a greaterimpact on green innovation efficiency spillovers,followed by the technological proximity,and then the economical one.Thirdly,the direct,indirect and total effects of different influencing factors variables on green innovation efficiency are different.For example,openness and industrial structure have positive effects on the two stage green innovation efficiency in different degrees,while the impact of government support and human capital is negative.In addition,intellectual property protection has significant negative impacts on local regions and has positive impacts on neighboring region in the stage of R&D,but has no obvious influence on the stage of S&T convention.
