Research On Key Points And Paths Of Interaction Between Actors In Pre-value Type Governance Of Emerging Technologies

The essential reason for the emerging technology uncertainty and expert decision-making model to trigger social problems is that the interaction between the actors before the decision-making of emerging technology policies is insufficient.In order to solve this problem,many governments and scholars have introduced multi-agent value before emerging technology policy decisions,and carrying out multi-agent interaction pre-value governance practice of emerging technology.However,how to refine the successful experience or governance characteristics of inter-actor interactions in pre-value type governance of emerging technologies on the theoretical analysis of the system,and provide the early stage of localization practice to solve the problem of insufficient interaction between actors before the decision-making of China's emerging technology policies,is very important.Therefore,seizing this core issue is extremely important for promoting the Chinese government to make more rational emerging technology policy decisions.Firstly,based on the literature analysis of multi-actor pre-value in governance of emerging technologies,using the literature analysis and system analysis method,the conceptual model and analysis framework of pre-value type governance of emerging technologies and interaction between actors are innovatively constructed.From the perspective of emerging technologies social control,the social risks arising from the application of emerging technologies can be managed through the introduction of pre-value in governance of emerging technologies and interaction between actors before emerging technology policies decisions.Drawing on the value-sensitive design and public value theory,it is found that the governance of emerging technologies needs to introduce pre-value before the policy decision-making of emerging technologies research and development,production,processing and operation,and proposes that the pre-value type governance of emerging technologies needs to meet the requirements of power distribution,principled participation,and participation in influencing policy.Draw on the responsible innovation framework and participatory governance,and find that there is a correlation between the three elements of pre-value type governance of emerging technologies and the interaction between actors.Therefore,the conceptual model and analysis framework of the pre-value type governance of emerging technologies and inter-actor interaction are constructed,which complements and completes the current institutional system of governance of emerging technologies theory on the interaction between actors before the emerging technology policies decisions.Secondly,based on the conceptual model and analysis framework of pre-value type governance of emerging technologies and interaction between actors,using case studies,text analysis,social network analysis,and policy network analysis methods,through case study of governance of GM technology in China's situational and emerging technologies in multi-sector multi-type,the twelve key points of interaction between actors of pre-value type governance of emerging technologies are identified.The study demonstrates the relationship between the pre-value governance of emerging technologies and the interaction between actors in both Chinese and multi-situations,and it is also found that the key points of inter-actors interaction in the governance of pre-value GM technology under the Chinese context have certain universality and particularity in multi-situation and multi-type governance of emerging technologies.The key points of China's situation have been verified in multi-environment and emerging technologies,namely the scientific and technical committee mechanism,independent third-party evaluation,public participation depth,information transfer is consistent with the acquired level,public setting issues,emerging technologies public participation laws and regulations.The key points of China's situation have been improved in multi-environment and emerging technologies,namely multi-actor collaborative decision-making mechanism,independent professional institutions,government decision-making information disclosure stage,veto power.The performance of the key points of China's situation has certain particularities,that is,the official media propaganda,multi-actor discussion results or public participation results are included in the established policy agenda.The key points of inter-actor interaction of pre-value type governance of emerging technologies have make up for the shortcomings of the current key points of pre-value type governance of emerging technologies,making stronger the theoretical depth of pre-value type governance of emerging technologies.Then,according to the key points of inter-actor interaction of pre-value type governance of emerging technologies,using analytic hierarchy process and qualitative comparative analysis,the importance of the key points of theoretical identification has been verified by experts,and reveal the key path of interaction between actors in the pre-value type governance of emerging technologies.The key points of theoretical identification still contain the imprint of a diversified institutional background,and the implementation of key points will be affected and constrained by specific environments in the Chinese context.Through the test of experts from some regions in China,the results show that the experts agree that the key point of the principled participation factor is the weakest factor affecting the interaction between the actors.The key point of the power distribution factor and the participation result affecting the policy degree is the strongest factor affecting in interaction between the actors.The subjective cognition of experts is further quantified,the research results reveal the three key paths of interaction between actors of pre-value type governance of emerging technologies.Path I emphasizes the key points of changing the power distribution elements and the participation factors affecting the degree of policy.Path II and Path III emphasizes the key points of changing the elements of power distribution,the elements of principled participation,and the factors that influence outcomes affect policy.The study found that the necessary condition for interaction between actors is the process of public participation,and the sufficient condition is to adjust the distribution of power and increase the degree of influence of the participation process.This research is not only consistent with the expert test,but both emphasize the importance the key points of the power distribution and participation results affecting the policy level elements to the interaction between the actors,The question provided a theoretical answer to governance of emerging technologies in China whether will copy the developed countries must participate in the public participation,and provided a policy basis for avoiding large-scale blind public participation.Finally,based on the revealing key path of inter-actor interaction in the pre-value type governance of emerging technologies,the paper proposes the inter-actor interaction government-guided measures of pre-value type governance of emerging technologies in the Chinese context.The study provides government policy measures from the government construction of the main network,the government choice of the key path of interaction between the subjects,and the key path of interaction between the entities,and also provides the theoretical guidelines to improve the governance ability of emerging technologies to Chinese government.
