Research On Co-construction And Sharing Mechanism Of Communication Industry Based On Sharing Economy

The co-construction and sharing mechanism of communication industry is a complex and multi-faceted system.The co-construction and sharing of telecommunication infrastructure refers to the competition mechanism of reducing duplicate construction,saving investment cost and improving development efficiency among telecommunication operators with competitive relationship in the same region.The main topics of this paper are:how to restructure,integrate and deepen the reform of state-owned enterprises in the perspective of sharing economy,and how to build a sharing mechanism for the telecommunications industry.Based on the domestic and foreign literature on sharing economy,sharing development concept and communication industry co-construction and sharing theory,this paper collects and analyses the data and data on the co-construction and sharing of communication industry by combining theory with practice,summarizes and analyses the operation reports of China's iron tower since its establishment,and timely grasps the current situation and the latest developments of Co-construction and sharing of domestic and foreign telecommunications industry.By using the methods of literature research,theoretical analysis,mathematical modeling,alliance game analysis,comparative analysis,empirical research,case study,qualitative analysis and quantitative research,this paper focuses on the proposition of "sharing concept-sharing economy" relationship,and "sharing economy applies to socialist state-owned enterprises based on public ownership of means of production" and" sharing economy based on division".The theoretical propositions of "enjoying economy to solve the difficulties in the construction of Co-construction and sharing mechanism in telecommunication industry","reasonable business pricing model is conducive to promoting co-construction and sharing","establishing co-construction and sharing benefit evaluation mechanism to guide operators to co-construction and sharing initiative”are expounded.It is proved that the establishment of an independent third-party iron tower company is the best choice for strengthening co-construction and sharing in telecommunication industry and improving the utilization rate of resources at the present stage in China.Choose,construct the benefit evaluation model of Co-construction and sharing in the telecormmunication industry,and put forward the relevant policy suggestions of promoting the healthy and rapid development of the industry based on Co-construction and sharing in the iron tower company.The research path of this paper follows the thinking process of"putting forward problems","analyzing problems" to "solving problems","from theory to practice" and "from practice to theory".This paper conducts an empirical study on the co-construction and sharing of foreign telecommunication industries.Taking the reform and development of China Tower Co.,Ltd.as an example,it discriminates the relationship between the sharing economy and the concept of sharing development,and explores the application of the sharing economy reform to the reform of state-owned enterprises based on the public ownership of means of production,so as to lift off difficulties,improve quality and increase efficiency.It also deeply analyses the co-construction and sharing of telecommunication infrastructure in China's industry.The achievements and problems in the process are discussed,and the reasons are discussed.It is urgent for China's telecommunication industry to change the status quo of telecommunication infrastructure co-construction and sharing,strengthen top-level design,draw lessons from the common and effective co-construction and sharing mode adopted internationally,establish independent third-party companies,build a new type of"shareholder-customer" relationship,and make the ownership of telecommunication infrastructure and make it possible for China's telecommunication industry to build a new type of"shareholder-customer" relationship.Separation of right of use,promotion of Co-construction and sharing,reduction of duplication of construction,improvement of resource allocation efficiency and enhancement of enterprise competitiveness;Discussing how to break the restraint of system and mechanism,give full play to the great superiority of socialism system with Chinese characteristics,develop share economy,promote supply-side policies,especially in the area of infrastructure co-construction and sharing,the paper puts forward that we should thoroughly change the past only industries.Supervise to implement the disadvantageous situation of Co-construction and sharing,build a new mode of co-competition and cooperation,explore the new mechanism of communication reform,and propose to establish and improve the mechanism of Co-construction and sharing in the communication industry from five aspects.The main innovations of this study are as follows:Firstly,the paper puts forward five innovative viewpoints on the construction and sharing mechanism of communication industry.Based on the game analysis of operators'lack of initiative of Co-construction and sharing under the condition of government regulation,the deep-seated analysis of the influencing factors of Co-construction and sharing in China's telecommunications industry,and the empirical study of the application and development of China's iron tower since its establishment,a systematic analysis framework is proposed,which will deepen the related research of infrastructure co-construction and sharing in the telecommunications industry from five aspects.Into the inquiry.According to this framework,it is proposed that the mechanism of Co-construction and sharing of telecommunication infrastructure consists of five parts:mode selection mechanism,supervision mechanism,operation mechanism,incentive mechanism and benefit evaluation mechanism.These five aspects are interrelated and indispensable,constituting an interacting and interrelated organism.Although these five aspects exist objectively,up to now,no scholar has systematically summarized or fully revealed them,only limited to one or two aspects.The second is to reveal the relationship between the sharing economy and the reform of state-owned enterprises.Based on the theory of shared economy,taking the practice of China's iron tower reform as an example,this paper studies the deepening reform and development of shared economy of state-owned enterprises in China.Exploring and proposing that state-owned enterprises should break the enterprise boundary and implement the reform of the'+'law,reduce duplication of construction,reduce costs and increase efficiency,this paper summarizes the theoretical basis and reference path for state-owned enterprises to implement the economic reform of sharing.Thirdly,it is necessary to build an evaluation system of shared benefits for the telecommunications industry.Co-construction and sharing is conducive to speeding up the construction of telecommunication infrastructure.Since the establishment of China's Tower,China's telecommunications industry has made a qualitative breakthrough in co-construction and sharing,and achieved remarkable results.However,it also brings unprecedented challenges to the evaluation of Co-construction and sharing benefits.In order to deeply analyze the advantages and disadvantages of Co-construction and sharing to operators and tower companies,this paper uses the traditional discount rate method and the business pricing model of China's Tower.From the two dimensions of investment and income,the paper compares the investment benefits of base stations and indoor distribution systems under different scenarios and different technical schemes,and constructs an evaluation system of Co-construction and sharing benefits.It further illustrates that co-construction and sharing has more advantages than disadvantages for both sides,and encourages operators to Co-build and share initiative,thus demonstrating the effectiveness and value of the reform.
