The unreasonable allocation of public resources leads to the long-standing inequality of public service platform in urban and rural logistics society,which is one of the main factors restricting the coordinated development of urban and rural economy and society in China.compared with the urban e-commerce logistics,the development of rural e-commerce logistics in some areas of China,especially in the central and western regions,is generally lagging behind,mainly due to the lack of profitability of logistics enterprises resulting in the lack of supply.This phenomenon is caused by the characteristics of rural e-commerce logistics,mainly including decentralized demand,long distribution distance,low logistics prices,inadequate policy support and so on.For rural e-commerce logistics,how to combine its own characteristics and scientifically and reasonably plan its distribution routes to meet the reasonable demands of the government,enterprises and users are the main problem to be faced at this stage.Based on this,this study draws lessons from the relevant research results of scholars at home and abroad,analyses the current situation and problems of rural e-commerce logistics in China,and combines Orienteering Problem(OP)with Vehicle Routing Problem(VRP)through model improvement.The emphasis of this paper is placed on the maximization of enterprise profit,demand coverage,government subsidy strategy selection,location and path integration optimization in rural e-commerce logistics resource allocation.The main work of this paper is as follows:Firstly,based on the theory of system science,this study combs the relevant knowledge of rural e-commerce logistics from five aspects:system characteristics,system objectives,system structure,system functions and operation modes.Based on the relevant theories of Logistics Economics and the current situation of rural e-commerce logistics in China,the demand and supply characteristics of rural e-commerce logistics market in China are analyzed and taken as the realistic basis of the full text.In addition,from the perspective of supply and demand balance,this study uses the short-term supply curve of firms in microeconomics to explain the reasons for the lack of supply in rural e-commerce logistics market in China.On this basis,the corresponding development countermeasures are put forward,including increasing the distribution revenue of enterprises through government subsidies and reducing the distribution cost of enterprises through reasonable path planning,which is the theoretical basis of the full text.Secondly,according to the development strategy of rural e-commerce logistics proposed in the previous paper,combined with the modeling idea of orientated problem,this study establishes a model of Vehicle Routing Problem with Simultaneous Pickup and Delivery with Profit(VRPSPDP)to find a vehicle path through part of the demand point(administrative village)with the most profitable enterprise.This model aims at the problem of logistics distribution route arrangement from villages and towns to rural areas,and assumes that the distribution income of logistics enterprises comes from the government subsidy.The improved ant colony algorithm combined with the design idea of the maximum and minimum ant system is used to solve the established model.In this study,Caoba Town of the Mengzi City is used as a case study to verify the validity of the model,and the changes of the results of the model under different government subsidy strategies are analyzed.The relevant results can provide reference for e-commerce logistics enterprises to carry out their services in rural areas.Thirdly,on the basis of VRPSPDP,in view of the fact that only part of the demand points are accessed in the model,the proportion of the visited demand to the total demand,namely the demand coverage rate,is taken into account as the focus of the government's attention in the model,and an optimization model of multi-objective vehicle routing problem aiming at maximizing the profit and demand coverage of enterprises is established.In this study,a Pareto double-ranking genetic algorithm is designed to solve the established model.In addition,according to the multi-group Pareto optimal solution set obtained by different government subsidy strategies,an evaluation method based on demand coverage,enterprise profit and government expenditure is designed to help the government and enterprises determine optimal solution with the highest score among various vehicle routing plans.Finally,on the basis of the above research,combined with the ideas of Location-Routing Problem(LRP),this paper considers the location of multiple distribution centers,and establishes the Location-Routing model of rural e-commerce logistics from the county perspective.The model expands the practical problems studied from a single township to a county seat with multiple townships,and each township has a potential distribution center.The optimization goal of the model is to find a set of vehicle paths starting from several township distribution centers and passing through some demand points,so as to maximize the profit and demand coverage of enterprises.In this study,greedy search algorithm and Pareto double ranking genetic algorithm are used to decompose the location-routing problem of rural e-commerce logistics into VRPs under several single distribution centers,and a method of generating neighborhood of demand point set is designed to further optimize the results.In the case analysis part,besides evaluating and analyzing the Pareto optimal solution set,this study also makes a quantitative analysis of the government's fuel subsidy mode to verify the effectiveness of the subsidy mode and analyze its impact on the model,so as to help the government formulate the most effective subsidy strategy.
