Under the background of supply-side reform,the number of closed mines in China increases significantly and it has become an academic consensus to study the transformation and development of these mining areas.However,from the practical point of view,the premise is that mining land quit harmoniously.Therefore,it is not only theoretically meaningful to study the land exit mechanism,but also has practical guiding significance for the transformation and development of mining areas.In view of the main problems of restricting the exit of mining land,this study takes the mining land incremental value distribution the research object,and uses the analysis system and method combining qualitative research and quantitative research,using the theory of land economics and environmental public policy to influence each other.The mechanism of the factors is analyzed,and the methods of model derivation,case analysis and empirical research are used to design an innovative institutional system with practical value for the land withdrawal practice in China.The main research contents are as follows:Based on the evolutionary game theory,this paper analyzes the process of land-related policy changes in the mining land,and clarifies that China is now in the stage of land system transformation and optimization,and the land system changes have been changed from mandatory to induce.The analysis shows that in the process of land exit from mining,it is difficult for both government and enterprises to reach a unified opinion on the distribution of land incremental value.Therefore,study the common problems affecting the distribution of benefits,and explore the influencing factors of land withdrawal in mining areas,and p rovide a theoretical basis for proposing generally applicable policy recommendations.In order to fully understand the factors affecting the distribution of land incremental value,text-mining software is used to mine academic papers and policy documents related to land exit in mining areas.At the same time,the grounded theory method is used to triple code the interview data,and combined with the word frequency data from text mining,a conceptual model of influencing factors with "the distribution of land value-added income in mining areas" as the core is formed.To verify the validity and reliability of the influencing factors model of land incremental value distribution in mining areas,some typical mining areas,relevant scientific research institutions and local governments are selected to conduct field interviews and questionnaires,and the structural equation model is used to verify the model.The research shows that investment factors have a significant impact on supply and demand factors.Investment factors,supply and demand factors and policy factors have a significant impact on land incremental value in mining areas.And policy factors,burden factors and land incremental value in mining areas have a significant impact on the distribution of mining land incremental value.How to determine the allocation proportion of incremental value by land exit from mining is the key to the effective cooperation between the government and enterprises.This study chooses the Shapley value game model,which is widely used in value distribution,and uses AHP method to determine the weight of factors such as historical contribution of land incremental value,burden-bearing and policy risk.It modifies the model and constructs a mining land incremental value distribution model based on influencing factors.In order to verify whether the model has practical guiding role,this study takes Wangtaipu Coal Mine as the test object.Based on the mining land incremental value distribution model established previously,the proportion among the main stakeholders of the project is analyzed and estimated,and the economic and social benefits are analyzed as also.The validation results show that the distribution model is reasonable and applicable,and it would provide a reference for other closed mines to withdraw harmoniously.Based on the above results,from the perspective of foresight and overall planning,and meeting the intensive requirements of land policy,and on the basis of the characteristics of land plots and the require ments of upper planning,this paper puts forward some policy suggestions for land exit from mining,which are in harmony with the regional environment and in conformity with the ecological orientation.It is suggested that the government should improve the long-term land management system in mining areas,implement financial support mechanism,and formulate incentive policies.So that to provide decision-making reference for land development after the closure for other mines.
