Urban land use change always affects the development of urban land use space.With the rigid constraints of land resources and the location value of urban centers becoming increasingly prominent,under the background that the city has changed from simple outward expansion to both the external expansion of urban incremental land use space and the reconstruction of the internal value of urban re-development land space,It is of practical significance to study the law of land use change and its impact mechanism of urban land incremental expansion and re-development land renewal.This paper starts from the characteristics and mechanism of land use change caused by urban incremental land development and re-development land renewal.This paper divides the research into three steps.Firstly,on the basis of previous studies,the connotation of urban land use change is explained by combining location theory,rent competition theory and compact city theory,which clarifies the urban rent competition theory and the impact mechanism of land use change under the leadership of the government in China.Then,taking the land use change of Haikou built-up area as an empirical study,under the construction of the model of land use change law of different attributes in the city,the characteristics of land use change in Haikou City as a whole,the characteristics of functional land use change of different attributes,and the characteristics of external expansion of incremental land use and internal replacement of re-development land use are deeply analyzed.Finally,the relationship between incremental land development,re-development land renewal and their influencing factors in Haikou City is analyzed by multi-classification logistic regression,and the influencing factors and mechanism are revealed from the perspective of government and enterprises.The main conclusions of this study are as follows:(1)Characteristics and Laws of Urban Land Use ChangeOverall,the land expansion intensity of Haikou built-up area was first fast and then slow during 2004-2016,the spatial form of land was loose and then compact,and the locus of urban gravity center was moving northwest continuously.The peak of residential land is gradually extrapolated,and the main residential areas are clustered in a large scale,and the surrounding residential areas are developing rapidly;the northeast,northwest and southeast orientations are laid out.Commercial and public land continue to gather at the original peak position.Commercial land expands rapidly in the northeast direction(NNE,NE,NEE),then in the NWW,SWW,SEE direction,public land expands rapidly in the NWW direction,and then in the east of the NNE and SSW equilibrium line.(2)Influencing factors and mechanism of incremental land development and re-development land renewalThe factors affecting land incremental development and re-development renewal are different and overlapping,and their mechanisms are the same,but the emphasis is changed because of the different significance of the influencing factors.The government pays attention to urban development and government economy,while the enterprises pay attention to the practicability of land development and the economy of enterprises.That is to say,for the government,public facilities,fixed investment and land reserve,land use planning attributes play a significant role;for enterprises,pre-development volume ratio,pre-development property attributes are significant,public facilities,planning land value role is obvious.Compared with incremental land development,the government pays more attention to land use planning attributes for re-development land renewal,and enterprises pay more attention to the allocation of public facilities.
