Research On Evolution Mechanism Of Agglomeration Development For Strategic Emerging Industry

In 2010,the “Decision of the state council on accelerating the cultivation and development of strategic emerging industries” had promoted the vigorously development of strategic emerging industries(SEI)to the national strategic level.The 13 th Five-Year Plan of strategic emerging industries enacted at the end of 2016 had further pointed out that the agglomeration development of SEI is an important means of our national strategic needs and modern development.It is an inevitable choice to tap into the potential of new economic growth and to keep the sustainable development of national economy.Based on the development course and agglomeration development tends of China's SEI,this article started from the perspective of dynamic evolution and studied the mechanism like evolution process,evolution power and agglomeration effect of the agglomeration development of SEI.Some relevant countermeasures and suggestions are wished to enrich and promote the theories of SEI agglomeration development,as well as providing references for governments to formulate the supporting policies for SEI.There are three sections which can be divided into 6 chapters in this article.The first section,including chapter 1 and 2,forms the evolution theory basis of SEI agglomeration develop which basing on the theories of industrial agglomeration,industrial evolution and SEI development.The second section,including chapter 3,4 and 5,begins by measuring and analyzing the dynamic evolution characteristics of SEI agglomeration,and by using theoretical model to prove paths for SEI agglomeration evolution.Then it explores motive power,effective factors and spatial choose behavior of SEI agglomeration evolution mechanism by using empirical analysis.At the end of this section,it makes an empirical analysis of agglomeration effect of SEI by building panel threshold model.The last section is chapter 6,which gives a summary of the paper,the main innovation points of research,the policy suggestions and also provides an outlook of further research.This dissertation adopts a paradigm of theoretical elaboration and empirical analysis and shows that,there are four types and three models for Chinese SEI agglomeration development.According to current situation of SEI agglomeration and spatial distribution characteristics,effective evolutionary paths for SEI agglomeration include "leapfrog" development,"goose-industrial division" overall development and "market embedded value embedded" catch up with the development of transnational mergers and acquisitions.From the view of internal and external environment,both self-organization and his-organization dynamic model are SEI agglomeration development power.Coevolution of self-organization and his-organization has advantage.There are seven factors which have obvious positive influence on SEI agglomeration,include intensity of investment in research and development,human capital,knowledge level,information level,level of government expenditure,level of urbanization and economic growth.What's more,intensity of R&D and human capital are the most effective ones.Further from heterogeneity,the paper finds that SEI agglomeration evolution has obvious screening mechanism.SEI agglomeration effect is in ways of economic growth,externality,congestion and environmental effects.In practice,industrial agglomeration has dynamic growth characteristics,whose core is innovation and entrepreneurship.They are internal powers driving SEI to develop.From the perspective of knowledge associated with technological advances,SEI agglomeration development will certainly show the features of evolution.This acritical has enriched theory of evolution by analyzing power and path of agglomeration,enriched theory of agglomeration by analyzing influence factors and environments of SEI agglomeration development,and enriched theory of evolutionary economic geography by analyzing enterprises spatial choice during agglomeration.What's more,the article intends to give policy reference on SEI development plan based on research of path choice and effect evaluation,and tries to provide theoretical basis of SEI agglomeration location choice so as to provide references for governments to formulate the supporting policies for SEI and to provide theoretical basis for the location selection of SEI.Finally,these conclusions can give guidance for the agglomeration and sustainable development of SEI.
