| The government of Heilongjiang Province decided to develop strategic andemerging industries during the "12th Five-Year Plan" period, which attempt to enhanceindustrial competitiveness, transform the style of economic development and promotethe economic growth of Heilongjiang. This paper regards industrial agglomerationtheory as a starting point to explore how to develop strategic emerging industries inHeilongjiang Province, which has great significance for revitalizing prestige of thenortheast old industrial base and occupy the high ground in the new round of economicgrowth. First, the article explains the theories of centralized development of strategicemerging industries. Secondly, this essay describes the status of strategic emergingindustries, measures the concentration level of the strategic emerging industries inHeilongjiang Province using industry concentration and agglomeration indexes andconcludes that the level of industrial agglomeration is lower, and then summarizes thecauses which includes low level of economic development, small scale of the industryand low innovation capacity. Next, discusses the favorable conditions of developingstrategic and emerging industries from the perspectives of infrastructure, policies,allocation of funds, technology supply and intelligence support, analyze bothshort-term and long-term economic effects. Finally, based on actual state ofdevelopment in Heilongjiang Province, put forward the general and concrete ideas andsuggestions for strategic emerging industries through comparative analysis of newindustries gathers at home and abroad. |
