Output Effect Of Regional Innovative Actors And Their Interaction

International competition,concerning resources,market,talent and technology,has become increasingly intensified.Our country is confronted with the opportunities and challenges under the background of economic globalization.Innovation is the first leading power in the development of economy.With the serious lack of current innovative resource,it is better to fully grasp the regional innovative impetus from the angle of micro-actors,which contributes to the allocation of innovation resources,the promotion of regional innovation capacity and efficiency,the achievement of the maximum output of innovation resources as well as the development of regional economy.This paper focuses on the output effect of regional innovative actors and their interaction in China.On the basis of clarified functional orientation of innovative actors and defined interaction of innovative actors,the innovation path framework of innovative actors has been constructed according to different stages of innovation production.With the sample of panel data in 30 regions of China from 2000 to 2012,the effect of regional innovative actors and their interaction on regional innovation ability and efficiency has been studied with approach to descriptive statistics,factor analysis,panel data model,varying coefficient model and stochastic frontier analysis model.The main results are as follow:(1)The significant differences exist in regional innovation activities of innovative actors in China.From the perspective of innovation resources allocation,firm accounts for a large of proportion in comparison with university-R&D institution with the proportion being continuously increased;From the perspective of the innovation output,university-R&D institution achieves less patents than firm while takes overwhelming advantage in scientific papers;From the perspective of interaction among innovative actors,university-R&D institution takes less cooperation with firm and it tends to transfer scientific achievements to firm with technology transfer.(2)With the different innovation paths of innovative actors in different stages of the innovation production,the influence of regional innovative actors and their interaction on regional innovation capacity varies a lot.In general,regional innovative actors and their interaction are of significantly positive effect on regional innovation capacity,but the effect of interaction of the innovative actors is less than that of the innovative actors.In the initial stage of innovation production,firm exerts less effect on regional innovation capacity than university-R&D institution,which indicates that regional innovation depends heavily on the latter.The effect of interaction of government and university-R&D institution on regional innovation capacity is not statistically significant.Firm and interaction of firm and other actors have a significantly positive effect on regional innovation capacity in both initial and final stage of innovation production.(3)Environmental variables such as economic development level and marketization degree affect the innovation performance of innovative actors and their interaction.In both initial stage and final stage,apart from the interaction between government and university-R&D institution,the output capacity of innovative actors and their interaction has not been stably improved in accordance with the development of economy and the improvement of marketization degree.In the face of increasing innovation demand and fierce market competition in economic globalization,the short of innovation competence of innovative actors and the barrier in their interaction mechanism has become the bottleneck in China's regional innovation.(4)The regional knowledge production efficiency and technology production efficiency are all of relatively low level and are still challenged to be improved.What's more,regional distance has a tendency to expand.Under the situation of different lag,the influence of innovative actors and their interaction on regional knowledge production efficiency and technology production efficiency.Government,firm and university-R&D institution have a significantly positive effect on regional knowledge production efficiency and technology production efficiency,but their effect varies from stage to stage.The interaction between firm and university-R&D institution has a significantly positive effect on regional knowledge production efficiency in long term,while in short term their interaction has a significantly positive effect on regional technology production efficiency.Both the interaction between government and firm and the interaction between government and firm have no significantly positive effect on regional knowledge production efficiency and technology production efficiency.
