A Study On The Hierarchical Urban And Rural System And The Integration Of Urban And Rural In The Western County

After entering a new stage of Chinese socialism development,the principal contradictions in our society have been transformed into the contradictions between the growing needs of the people for a better life and the unbalanced and inadequate development in the society.This contradiction is more fully reflected in the basic unit of the national economy,the western county economy,which mainly manifest the imbalance development in urban and rural areas and inadequate development.The main reason for this phenomenon lies in the fact that the factors of production and resources are flowing from the countryside to the cities,and the factors of production are dispersed.The key to coordinate and solve this contradiction lies in promoting the production factors and resources in the county level and building a fair and reasonable trading mechanism.Therefore,it is of great theoretical significance and practical value to explore the evolution logic,perfect thought and realization path of urban and rural integration in western counties from the perspective of county level urban and rural system.Under the guidance of the theory of hierarchical urban-rural system and the theory of transaction efficiency,with the realistic background of urban and rural development in western counties,this paper constructs an analytical framework of "the linkage of hierarchical urban-rural system,the continuous improvement of transaction efficiency and the urban-rural integration of county territory"(H-T-I in short).The basic logic is as follows: West county dispersion and low transaction efficiency of production elements leads to the county city and countryside dual structure,the western county urban and rural dual structure change essentially required factors of production from scattered to agglomeration,and factors of production agglomeration platform is the hierarchy of the county urban and rural system,the linkage of the hierarchy system of urban and rural development become the starting point of the western county urban and rural integration and breakthrough point.Linkage development level between urban and rural system implementation,needs all levels of urban and rural system based on county urban and rural development scale and the relationship between the positioning of reasonable division of labor,more needs to improve the level between urban and rural system of trading terms,and the factors of production in the level of urban and rural system of reasonable concentration.Optimizing the factor of production and trade will improve transaction efficiency between rural and urban areas,the continuous improvement of transaction efficiency further level between urban and rural system more smooth and fair trade,so as to promote urban and rural production factors return on convergence,the resource allocation of public service equalization,finally realizes the hierarchy system integration between rural and urban development,realize the county urban and rural integration.According to this analytical framework,this paper will,from the three aspects of development evolution,orientation and function,and the internal logic of promoting the integration of county and urban and rural areas,analyzes the relation between three levels of urban-rural system of county,town and the integration of urban and rural areas in western counties.At the same time,the typical case of western counties is analyzed.Based on the above analysis,the author gives the basic ideas and countermeasures to promote the integration of urban and rural areas in western counties.The conclusions of this paper are as follows: first,the linkage of the hierarchical urban-rural system is an important guarantee for the integration of urban and rural areas in the western counties.Second,to promote the efficiency of urban and rural transactions is the key to the integration of urban and rural areas in western counties.Thirdly,the network transformation from the traditional radial direction to the horizontal and vertical direction is the trend of the spatial distribution of the urban and rural system in the western counties.Fourthly,the urban-rural integration in the western counties is the main battlefield for the transformation of the urban-rural dual structure in China.Fifth,the integration of urban and rural areas in western counties needs to improve the soft and hard conditions that affect the development of urban and rural areas.The innovation of this paper is mainly reflected in the following three aspects: first,focus on the integration of urban and rural areas of the western counties in the new era.County urban-rural integration is the basis of urban-rural integration.The study of western county urban-rural integration in the new era is tantamount to grasping the key to the advancement of urban-rural integration,which can promote the development of urban-rural integration.Second,it clarifies the internal logic of the hierarchical urban-rural system to promote the integration of urban and rural areas in western counties.In this paper,the concept of the county level system is brought into the study,and from the perspective of the county level urban and rural system,the paper studies the county urban and rural integration in the western region,and puts forward the framework of "the linkage of the hierarchical urban and rural system-Continuous improvement in transaction efficiency-the integration of county urban-rural areas”,clarifying the internal logic of the hierarchical urban-rural system to promote the western county urban-rural integration,and provide a new perspective and a new paradigm for the study of the western county urban-rural integration.Third,it puts forward the general idea and concrete measures of "12345 policy" to promote the integration of urban and rural areas in western counties.This paper logically gives the general idea of "12345 policy" to promote the urban-rural integration in the west of China in the new era.Some countermeasures are given in this paper,such as the linkage development of urban and rural system,the improvement of transaction efficiency,the construction of transaction network,the promotion of classification and the linkage of hierarchical urban-rural system from an open perspective.This has practical and innovative value for the convergence of multi-dualistic structure in western counties.
