ICT Integration And High-quality Development Of China's Economy

Since the reform and opening up 40 years ago,China's economy has achieved rapid growth and achieved remarkable achievements.However,with the increase of total economic volume,China's high-speed growth model is difficult to sustain effectively.Especially in the period of the 13th Five-Year Development Plan,the domestic and foreign political,economic and social environment is more complex.How to achieve high-quality development of China's economy has become an important issue at this stage.For the high-quality growth of China's economy,the 13th Five-Year Plan Outline for National Economic and Social Development(2016-2020),issued by the Central Government in 2016,puts forward the concept and mode of innovation,coordination and green development.The definition of China's high-quality economic growth in this paper also focuses on innovation,coordination and green.China's economic development still lags far behind developed countries in scientific and technological innovation,coordinated development and carbon emission reduction.How to effectively narrow the gap and develop the economy?Informatization and Internet technology provide the answer.Information technology,Internet technology and communication technology through information and communications technologies to reduce the transaction cost,improve the trade efficiency,increasing trade plays a significant role in the amount of supply and demand of promoting effect,this is not to close the gap of economic development?But how does it affect China's economic innovation,coordination and green development?What about the effect?Is there a certain threshold conversion and spatial correlation feature?The research on these issues is of great theoretical and practical significance for promoting China's economic innovation,coordination and green development through the scientific and reasonable integration of ICT.Reading the relevant documents of ICT and the high-quality development of China's economy has important practical reference and theoretical guidance for the research of this paper,but the existing research still has a certain degree of excavation space.Directly on the one hand,few scholars study the ICT integration of China's economic innovation and development,the ICT integration of China's economy coordinated development,ICT integration of China's economic development,the green only research on ICT for enterprise innovation,economic growth,the influence of the trade development,etc,this article to "much starker choices-and graver consequences-in planning" as the guidance,according to China's economic innovation,coordination,green development and parallel logic,respectively,to explore the effects of the development of information communication technology for its.ICT influence,on the other hand,China's economic innovation,coordination,the theory of green development mechanism of exploration,mainly analysis the ICT integration of China's economic innovation item and its decomposition efficiency,China's economy coordinated development,regional coordination between internal coordination and interregional),the green economy development(double effect and nonlinear effect,space effect).According to the above analysis,this article will follow the following ideas.First,analyzing the research background and research significance,and summarized existing related research literature and to give comments,given in this article,we study organization structure,the research content and research innovations,corresponds to the first chapter in this article;Secondly,from the connotation of China's economic innovation,coordination,green development and integrated development of ICT,respectively analyze their respective development status,which is corresponding to the second chapter of this article.Again,according to China's economic innovation,coordination,the development of green parallel logic,chapters according to the theoretical analysis,model setting,data stationarity test,the empirical analysis of the logic of empirical research,to explore the mechanism and the influence of ICT integration of the three effect,corresponding to this article,the third chapter,four,five;Later,from the United States,Germany,Japan and South Korea,analysis their countries in the development of ICT and ICT relevant strategies to promote the development of regional economy,in order to seek advice from the Angle of Chinese ICT integration experience for reference,corresponding to the sixth chapter in this article;Finally,based on the previous study,policy Suggestions are proposed from five aspects,which correspond to the seventh chapter of this article.Empirical research is an important part of this paper to explore the impact mechanism and effect of ICT integration on China's high-quality economic development,including the following parts:(1)the third chapter first from ICT fusion stage,ICT transverse innovation,ICT,spatial spillover from the point of view of the vertical innovation,build the mathematical model to analyze the impact of ICT integration in China's economy innovation;Then,based on 30 provincial panel data from 2010 to 2015,the overall integration of ICT and its stage integration and economic innovation efficiency were measured by using comprehensive index system method and data envelopment analysis method.Secondly,the stability of measured variables and the co-integration relationship between variables are tested.Finally,a spatial econometric model is constructed for empirical analysis.The research suggests that the ICT convergence coverage level promotes innovation efficiency by accelerating technology introduction;ICT integration quality stimulates innovation efficiency through deepening technology utilization;ICT convergence intelligence improves innovation efficiency by promoting technology transformation.Globalization of ICT is conducive to the knowledge reserve and information dissemination of universities,research institutions and enterprises,and to the improvement of innovation efficiency.The integration level of ICT can significantly promote the efficiency of knowledge innovation.Within a certain range of the ICT integration level,the ICT integration level can promote the improvement of product innovation efficiency,which is conditional on improving the product innovation efficiency,which is conducive to the improvement of the related innovation efficiency of the two.The coverage of ICT fusion will generate polarization agglomeration effect and negative spillover of peripheral innovation efficiency.The quality and intelligence of ICT integration will generate technology diffusion and driving effect,and generate positive spillover to peripheral innovation efficiency.(2)in the fourth chapter both logic of the continuation of the third chapter,based on the 30,2010-2016 provincial panel data,in turn,internal innovation from ICT integration of China's economic area,the influence of the interregional innovation mechanism analysis,constructs the econometric model,to measure the core variables,check the core variables of stationarity and cointegration relationship between variables,the empirical study of testing.Research suggests that(1)the ICT integration to exist within the region economy coordinated development of human capital and affordable spending accounted for threshold variable nonlinear structural characteristics,and human capital is a single threshold,and affordable fiscal spending than there are dual threshold,only over the threshold value of human capital and affordable fiscal spending accounted for the second threshold method,the deepening of ICT integration is in the region is conducive to coordinated economic development.(2)the ICT on the national level,the eastern region,central region has positive promoting effect on interregional coordinated economic development,the western region of interregional coordinated economic development exists negative inhibiting effect,but only in national level statistical significant regression parameters.Government competition is not conducive to the coordinated development of interregional economy.As its competition intensifies,the effectiveness of promoting interregional economic development through ICT integration is gradually reduced.(3)the fifth chapter the continuation of the first two chapters of the writing logic,explore its influence on the development of the Chinese economy green ICT fusion,the results show that(1)the ICT,ICT fusion connection connection quality,ICT integration connector cover,ICT fusion intelligent region of the direct to promote green economic development have a significant effect,and the neighboring region of green economic development are to produce negative inhibition effect.(2)under considering the effect of space Angle of view,the non-linear dynamic panel model shows that ICT fusion connection coverage,ICT fusion connection quality,ICT fusion connection intelligence and economic green development stage promotion intensity are
