Research On High Quality Development Of Digital Economy Enabling Economy In Heilongjiang Province

Economic globalization has gradually transformed the competition among countries into the competition of science and technology.The rise of digital technology has made the digital economy fruitful and become an important part of the economic competition among countries.In recent years,the integration of the digital economy and the real economy has spawned a large number of new business forms and models,creating new driving forces and goals for the real economy,and gradually expanding its impact on the overall economy.According to the 14th Five-Year Digital Economy Development Plan issued by The State Council,by 2025,the digital economy will enter a period of comprehensive expansion,and the added value of core industries will account for 10%of GDP.Digital economy has gradually become an important source of enabling high-quality economic development.Therefore,it is of profound theoretical significance and practical reference to explore the influence of digital economy on high-quality economic development.This paper sorts out the connotation of digital economy and the theoretical basis of digital economy enabling high-quality economic development,measures and evaluates the level of digital economy and high-quality economic development in Heilongjiang Province,takes the panel data of 13 prefecture-level cities(prefectures and regions)in Heilongjiang Province from 2011 to 2020 as samples,and starts from the perspective of new development concept.The index system of high quality development level of Heilongjiang Province’s economy was constructed,which was based on the evaluation of digital economy infrastructure,digital industrialization,industrial digitization and development environment.Then,the high quality development level of economy and the development level of digital economy of various regions in Heilongjiang Province were taken as the explained variables and explanatory variables respectively.The spatial econometric model was used for fitting,and the following conclusions were obtained:(1)At the micro level,digital economy can form the high-quality development of platform economy,network economy and scale economy;at the meso level,it can promote the upgrading of industrial structure and the high-quality development of enabling economy;at the macro level,digital economy can improve the total factor productivity and factor allocation efficiency and enable the high-quality development of enabling economy.(2)The level of opening-up has the greatest impact on the high-quality economic development of Heilongjiang Province.There are obvious differences in the level of high-quality economic development among different regions in Heilongjiang Province,with Harbin taking the lead and most other regions at a lower level.At present,there is a digital divide between regions in Heilongjiang Province.The environmental assessment of digital economy development has the greatest impact on the level of digital economy in Heilongjiang Province.Digital talents are the key factor of regional digital economy development.(3)Digital economy has a significant positive effect on high-quality economic development,and has positive spatial spillover effect.Meanwhile,the influence of financial development level,human resources level and government intervention on high-quality economic development is also significant.According to the final conclusions,corresponding countermeasures and suggestions are put forward to provide reference for the further development of digital economy and the high-quality development of enabling economy in Heilongjiang Province,promote the integration of digital economy in Heilongjiang Province,and strive for "beautiful Longjiang".
