In order to evaluate the level of hospital informatization scientifically and reasonably and provide powerful guidance for its development,this paper studies the comprehensive evaluation of hospital informatization.The comprehensive evaluation of hospital informatization is extracted as an uncertain multiple attribute decision making problem.After analyzing and studying comprehensively,it is found that there are still the following problems in the comprehensive evaluation of hospital informatization: the representation of decision information is relatively rough and the evaluation index cannot completely cover the evaluation object;the decision information is of ambiguity and uncertainty;the weight information of the evaluation index maybe incomplete;the decision maker is considered to be completely rational in the decision making process.The main research work of this paper is as follows:(1)The problem of uncertain multiple attribute decision making under hesitant fuzzy language environment is studied.A hesitant fuzzy TOPSIS multiple attribute decision making method based on prospect theory and ideal point is proposed.The hesitant fuzzy positive and negative ideal points are determined according to the index attribute and the distance between each attribute and positive and negative ideal points is used to describe the comprehensive progress of each decision scheme,so as to obtain the ranking of each scheme.Aiming at the problem that the weight information is not completely determined,the model based on the dispersion maximization is established to determine the attribute weight.For the problem that the index attribute weight is completely unknown,the model based on the improved TOPSIS is established to determine the weight.On this basis,the hesitant fuzzy language TOPSIS decision method under the uncertain weight is proposed.(2)The problem of multiple attribute decision making under hesitant fuzzy uncertain language environment is studied.By introducing the hesitant fuzzy uncertain linguistic variable set and taking into account the influence of decision makers' psychological behavior,a hesitant fuzzy uncertain language VIKOR multiple attribute decision making method based on prospect theory is proposed.A new distance measure formula for hesitant fuzzy uncertain linguistic variables is defined.The ranking of each scheme is obtained by solving the distance between the program attribute value and the positive and negative ideal points.Aiming at the problem that the weight information is not completely determined,a weighting method based on satisfaction maximization is proposed.Aiming at the problem that the weight is completely unknown,an improved method of maximizing satisfaction is proposed.On this basis,the decision making method of hesitant fuzzy uncertain language VIKOR under the uncertain weight is proposed.(3)By describing the uncertain decision information by the dual hesitant fuzzy uncertain variable set and introducing the prospect theory into the decision process,a dual hesitant fuzzy uncertain language ELECTRE multiple attribute decision making method based on the foreground theory is raised.In this paper,a contrast rule between dual hesitation fuzzy uncertain language numbers is established.For the problem that the index weight information is not completely determined,an attribute weighting method with incomplete weight information based on bias minimization in the context of uncertain fuzzy uncertainty is proposed.Referring the problem that the weight of the index attribute is completely unknown,an attribute weighting method attribute weighting method with completely unknown information based on foreground maximization is presented.On this basis,a dual hesitation fuzzy uncertain language ELECTRE decision making method under uncertain weights is proposed.(4)A new form of evaluation variable for multiple attribute decision making problem is proposed,which is the neutrosophic hesitant fuzzy uncertain linguistic variable.It is further applied to the expression of uncertain evaluation information.A neutrosophic hesitant fuzzy uncertain linguistic PROMETHEE multiple attribute decision making method based on the prospect theory is proposed.Applying the prospect theory to decision making makes the decision making results more scientific and reasonable and more in line with actual situation.Aiming at the problem that the attribute weight information is not completely determined,a method based on the maximum membership degree is proposed.Aiming at the problem that the weight of the attribute is completely unknown,a weight method based on the entropy is proposed.Furthermore,concerning the uncertainty of attribute weights,a neutrosophic hesitant fuzzy uncertain language PROMETHEE multiple attribute decision making method based on the prospect theory is proposed.Due to the ambiguity and uncertainty of decision information,the evaluation is more accurate and objective.The proposed model can effectively and objectively solve the problem of uncertain multiple attribute decision making.It is a further development of the multiple attribute decision making method theory and has a very strong theoretical and practical significance.(5)An evaluation system of hospital information is constructed based on the principles of systematization,practicability,relevance,orientation and authenticity.According to the hesitation fuzzy uncertainty language PROMETHEE multiple attribute decision making method based on prospect theory,the level of hospital information of the five top three hospitals in Qiqihaer is evaluated,aiming to verify the scientificity and feasibility of the model in hospital information evaluation.In this paper,a variety of uncertain multiple attribute decision making methods under the hesitant fuzzy environment are proposed on the basis of the practical problems of hospital informatization evaluation.These models have broad application prospects in hospital informatization evaluation and other similar multiple attribute decision making problems.
